The concentration of air pollutants are closely related to the sources of pollution and meteorological conditions. The atmospheric environment of Hainan Island is influenced not only by the large-scale weather patterns, but also by the land and sea breeze generated by the uneven heating of the land and sea surface. By studying the variation of tropical atmospheric environmental quality, its formation law, clearing causes and mechanism of atmospheric pollution process are diagnosed. Based on the pollution meteorological characteristics of the tropical island, sensitive source area in Hainan Island are identified. At the same time, using the sensitive sensitivity coefficient between sensitive source area and typic cities, a multi source and multi pollutant control model is setted up. That makes for optimizing the dominant industrial layout, and minimizing the environmental impact of industrial development, with the best economic and environmental benefits. That has extremely important practical significance for regional development theory and the development of international tourism island in Hainan Island, with rapid industrial development.By adopting the principles and methods of weather analysis, the relationship between tropical weather systems and atmospheric environmental pollution process are analyzed in Hainan Island. Results show that continental anticyclone ridge, tropical cyclone and Indian trough are the main synoptic situation which affects the atmospheric environmental quality in Hainan Island. Continuous downdraft caused by continental anticyclone ridge and pollutants convergence zone in boundary layer lead to pollutant concentration accumulating; at the same time, deep downdraft caused by tropical cyclone periphery contribute to the pollutant concentration accumulating. Moreover, rain can clear the atmosphere pollutant, caused by Indian and Burma trough. Southerly winds can clear the atmosphere pollutant, too. According to the automatic weather stations hourly meteorological data in Hainan Island, a tropical island sea-land breeze identify standard is established, to describe the temporal and spatial distribution characteristics of sea-land breeze. The number of sea-land breeze day gradually increase from the north to the south. Because of the strong bypass airflow, southwest sea breeze convergence is formed in northern inland areas, and the convergence will mobile with the strength changeing on both sides of the airflow. In addition, the sea breeze convergence in Haikou, Chengmai, Lingao and eastern areas occurs frequently. Based on the sensitivity analysis study, mesoscale meteorological model WRF with double nesting model for coastal sea breeze has a good simulation results.Using the numerical simulation model of CAMx-PAST, the PM2.5 sources of Hainan Province are analized. Soure areas include Guangdong Pronince,Guangxi Province,and Hainan Province. Pollutant sources include power source, industry source, transport source, resident source, agriculture source and fugitive dust source. Receptors include Haikou, Qionghai, Sanya, Dongfang and Wuzhishan. In Hainan Province, the sensitive sources sequentially from high to low are Haikou, eastern, north-western, central, southern, and south-western region. Based on the functional division and sensitive source screening of Hainan Province, the present industrial sectorization is adjusted. For Hainan Province, the contribution rate from foreign sources about the fine particulate matter is about 50% in the dry season. At the same time, the contribution rate of foreign sources is about 30% in the rainy season.A new method is used to select leading industry, including establishing the index system, determining index weight through AHP, and setting up classification evaluation standard. Three leading industries and four options for leading industries are selected. The optimization model of maximum discharge about air pollutant is buildded up, including fine particulate matter, sulfur dioxide, nitrogen oxide, volatile organic gas and ammonia. In the model, considering the coordinated control of pollutants, the sensitivity coefficient between six sensitive source and five typical cities, about four kinds of pollutant sources, are from the numerical simulation model of CAMx-PSAT. To 2020, when the concentration of fine particle in Hainan province remained unchanged, the maximum discharge of nitrogen oxide, sulfur dioxide, volatile organic gas and fine particulate matter are computed. At the other hand, when the concentration of fine particle in Hainan province decreased by 10%, the maximum discharge of nitrogen oxide, sulfur dioxide, volatile organic gas and fine particulate matter are computed,too.Based on the adjustment of industrial functional division and the maximum discharge about air pollutant of six source area, the petroleum processing, coking and nuclear fuel processing industry, ferrous metal mining industry, ferrous metal smelting and rolling processing industry, oil and gas industry, non-metallic mining industry can continue to develop in the origin industrial park, but the pharmaceutical manufacturing industry must migrate to the southwest gradually, and the agro-industry processing industry must change the existing development mode, expanding the scale, located in the south-western region.
