Research On The Sustainable Development Of Cultural Sharing Project

The "National Cultural Information Resources Sharing Project"(hereinafter referred to as the "Cultural Sharing Project") is the biggest cultural programs that benefit the people in China history. The project aimed to pass Chinese traditional cultural resources on to every corner of the country by the means of advanced modern technology so that the project can focus on solving the difficulties in reading books or watching movies in remote areas, and narrowing the "Information Gap" between urban and rural areas, which exists in the Mobile Internet Age. It has been12years since the implementation of the Cultural Sharing Project, however, the public awareness of it is seriously deficient. In addition, how does the Cultural Sharing Project come into being? What is the effect of the project? What is the problem during the construction of the project? What should be done to keep the project sustainable? This paper aims to find the answers to the above questions with the methods of massive literature analysis, statistical analysis of website resources, interviews, etc.This paper plan to solve the above problems from the following eight aspects:(1) Analyzed374related papers from domestic and foreign, using the method of depth reading and classified according;(2) Analyzed the working process of Cultural Sharing Project, according to analysis the following materials, the Work Briefings of the Cultural Sharing Project (about241issues), the news items under the keyword of Cultural Sharing Project (about4000items),the government documents on cultural construction over the years, and the interviews of over ten staff working in the service center in Shandong Province or the National Center, etc.;(3) Analyzed the effect of the project by using the statistical analysis method and comparative analysis to analysis the following materials, the National Digital Culture Network, the websites of the Cultural Sharing Project from31provincial centers, Chinese national leisure index, Chinese Internet development report, Chinese broadcasting statistical yearbook and Chinese cultural heritage statistical yearbook, etc.;(4) Analyzed the people’s order of preference in "Voice Audio Library" and "Shanghai Library Lecture" apply on the data of listening times or views of this two resource;(5) Analyzed the influence factors of Cultural Sharing Project Construction basing on the front of several studies and the interview data;(6) Analyzed the foreign similar projects;(7) make the top-level design of the sustainable development of the project;(8) constructed the evaluation index system of the Cultural Sharing Project.Through the research and analysis of the above content, this study mainly drew the following conclusions:(1) The research on the Cultural Sharing Project focus on the eight aspects, such as Overall research based on the national level and basic level, the practice study based on the provincial cities and rural perspective&perspective view, the monographic study focus on technology, training, performance evaluation, resources construction, the copyright problem, etc.(2) The construction process of Cultural Sharing Project divided into three stages that is the preliminary exploration stage, the common development stage, the consolidate and promote stage; the stakeholder groups are composed of decision-making groups, implementation of regulatory groups, cooperative participation groups, and user groups; the way that Cultural Sharing Project service grassroots through two branches.(3) The effect of Cultural Sharing Project is mainly reflected in three aspects: firstly, contribution to narrow down the society Information Gap at a macro-level; secondly, promoted the construction of the public service system of culture at a meso-level; thirdly, the digital resources of public culture are becoming more substantial and the national living standard is enhanced.(4) The impact factor of Cultural Sharing Project mainly includes three dimensions that include institution, resource construction, and team construction.(5) For the excavation of problems existing in cultural sharing project, combined with relevant theories and the suggestions in our country from the suggestion of constructing the modern system of public cultural services, drawing lessons from foreign similar projects, this study makes the following strategy about the sustainable development of Cultural Sharing Project:firstly, to achieve the standard unified of resource design; secondly, to make the design system complete by making a perfect system; thirdly, to make full use of platform by adapting to new technology development, and to build multivariate, human nature, environmental protection service terminal. Last but not least, to realize the goal of "service to the people" by multivariate culture, education activities and many measures of cultural sharing project promotion service design.(6) Construct the evaluation index system of Cultural Sharing Project which consist of three first class indicators that are construction, utilization and effect, based on the top-level design of Cultural Sharing Project and the existing evaluation index system.The main innovation of this study lies in the followings:firstly, it is for the first time in China that summary and systematic analysis of Cultural Sharing Project, and the relevant review has a great reference value on the development of Cultural Sharing Project; secondly, the paper builds public resource preference four quadrant diagram by "difference coefficient" and "average" which will be have the model significance for the relevant research.
