Research On Electronic Service Model And System Of Government Compliance Management Based On The Chaordic Organization Theory

At the moment, China E-Government construction is confronted with the fourtopics in function changes, public services, information resources assembly andagreement mechanism. This four topics kernel basic point is the compliance andagreement mechanism. The function changes and public services in political affairsneed assembly and gathering in the management regulations and programs so as tostandard the processes and flows in management with this method the governmentshould serve the people at unity on the administration rules. And the informationresources assembly and agreement mechanism also serve the people at the system ofthe resource community with assembly and gathering the resources of administrationand business in different of the government departments. For this reason it isnecessary to analyze the compliance and coordination of the government politicalaffairs, and search on the process methods in the service system. And those methodscan support the construction E-Government system with function changes, publicservices, information resource assembly and compliance and agreement mechanism. Itis important to carding business and reconstructing management flow among thegovernment department, or among the coordination works inside a governmentorganization in order to serve the people.I have all along found a process method, and this method can resolve the generalrules analyze and carding in the construction of the government synthetically businessmanagement system with many lines, many systems, many resources and manyregulations. After I look up and refer to a lot of the materials and documents withregard to those problems, until I read a book “One from Many, VISA and the Rise ofChaordic Organization”, I do not realize this situation. An E-Governmentsynthetically management system should be constructed like another kind of ChaordicOrganization. Consequently I go deep into analyzing and searching on the principles,characterize and cases in Chaordic Organization. I have looked for ChaordicOrganization’s essential feature, found a process method, and constructed a modelwith which it is possible to analyze the Compliance management, design the businesslogic and assemble the information recourses for constructing E-Government system.Based on the analyses above, this paper mainly concerned about this points asfollows:1、This paper makes a general define of Chaordic Organization, establishes akind of process method with which it is possible to analyze the general rule andresource share, designs a space model and a relation model in Chaordic Organization.2、Based on Grid theory the paper also builds a process method with which it ispossible for Chaordic Organization to assembly information. And I use above methodto build an information management model of Chaordic Organization.3、With regard to the problem of application assembly and recourse share in the compliance management and political affair coordination among governmentdepartments, the paper also gives a whole business carding and system analyze for theabove problem using the Chaordic Organization management idea, and makes a kindof process method for political affair coordination to with the resource assembly.4、The paper also establishes a system model for the electronic service ingovernment compliance management with the process method and systemmanagement model of the assembly service in Chaordic Organization.5、The paper also rebuilds the electronic service model and system frame ofcompliance management in administration examination and approval, society trustmanagement system and product quality safety risk with government compliancemanagement electronic service model.
