In the context of sustainable economy marketization and societyopening, the inter-regional competition in China has emerged and beengetting worse. How to break the market barriers and promote thereasonable flow and effective allocation of resources, that is becomingthe significantly critical problem needed to be solved by Chinese localgovernments. As the area which has the highest level of economicdevelopment, the strongest comprehensive strength, the highest degree ofthe marketing development and the most vitality in China, the YangtzeDelta area could be an appropriate research object for studyinggovernance in Chinese regional coordinated development.The paper is grounded on the demands of regional coordinateddevelopment and the actualinstitutional foundation operated by Chinesegovernment. With theoretical analysis method, the paper carefully sortsout the development context of cross-regional governance theory. Basedon characteristics of the current power structure in China, the paperfocuses on the research of governance mechanisms and the leading orguiding role of the government in collaborative governance. The paper analyzes selectively the relationship among local governments, which hasbeen ignored for a long time in the two dimensions, as another one is therelationship between the central government and local governments. Afterthe in-depth analysis of competition and cooperation these two majordimensions, the paper builds the basic definition, analytical category andpractical significance of the government collaborative governance,grounded on the synergy science and the governance theory. The abovedchange of the research perspective jumps out the traditional inter-regionalgovernance study ideas whose focus is the structural study of bodies. Thechange is compatible with the actual state of our current political system,administrative culture and social development. And it is convinced to be afeasible and effectivepath choice in fact, as it will be working and keepworking in the public inter-regional governance.Through comparative study on collaborative governance modes ofthe domestic and foreign regional governments, the paper puts forwardthe Central-Local interactive mode of China. Under the aboved mode, itillustrates three dominant mechanisms for the central goverment to play arole in containing development strategy, regional planning and majorprojects, and analyzes four features as well as limitations, including thegame of the governance body, the multidirection of the power exercising,the synergy of the governance process and the efficiency of thegovernance objectives. Thereby the paper provides a referential mode for Chinese regional government collaborative governance mode.The empirical analysis method is adopted in this article to helpcarefully sort out experiences and practices in Chinese currentinter-regional governance practice, especially in the Yangtze River Deltaregional collaborative governance practice. With a summary andrefinement of experiences and practices above, the paper initially builds abasic framework of multilayer cooperation mechanisms system for theYangtze River Delta regional collaborative governance, that is, thedecision-making layer as the core layer is gathered with coordinatinglayer and executiving layer to make up the basic framework called threelayers operation, combination of centralization and decentralization,pragmatism and efficiency. This framework provides a feasible practicesample for Chinese regional collaborative governance mechanisms.Moreover, considerable mechanisms dispersed in practical activities, suchas regular coordination meeting mechanism, information resource sharingand dynamic-tracking mechanism, off-site interacting enforcementmechanisms, emergency response mechanism and so on, are integratedinto a whole system of collaborative governance mechanisms for regionalcoordinated development in the essay.The paper explores the path of improving regional collaborativegovernance mechanisms, and proposes a point that the administrativecontract system is a path choice leading regional collaborative governance mechanisms into rule-of-law while the regional public goodstrading system is a path choice conducting regional collaborativegovernance mechanisms into marketization. The paper also constructsregional coordination index, which supplies an evaluation model fortesting and verifying the effect of regional collaborative governance.The paper problem-orientedly discusses three main problems aboutthe Yangtze Delta regional collaborative governance mechanisms,including the incompleteness of the government collaborative governancemechanisms, the insignificance of the market mechanism in the currentcoordination mechanisms, and the insufficiency of the social forces toparticipate in. And then under the background of the global economicdeeply adjustment of post-financial crisis era, the domestic economytransition and development during new-style industrialization, thedemocratic change and social innovation in an age of network, thedeepening and expanding of the Yangtze River Delta regional governance,etc, the paper illuminates the general idea about the transformation of theYangtze Delta regional collaborative governance from the mechanismimprovement to the compound governance mode of multi-subjectco-governance, and discusses its value choice and implementing path.
