Study On Constructing The System Of Community Home Pension Service In Rural

According to the prediction of United Nations, in the first half of21st century,China will always be the most populous countries in the elderly. And nearly70percent ofthe elderly lived in rural areas, which determined that we should focus on the agingpopulation in rural areas. China has developed rapidly since the reform and opening up,which have helped broaden the channels for farmer’s income and have laid the materialguarantee of family pension. However, with the accelerated process of urbanization, alarge number of rural surplus labor forces removed to urban, which has exacerbated therural population aging and the family structure miniaturization in rural areas. Thetraditional family pension mode has not met the current needs for caring the aging peoplein rural China, and constructing the new rural pension mode has become inevitable trend.Therefore, the2014No.1document of central government had put forward that weshould construct a rural social endowment service system. Rural community homepension service was not only an important form to achieve a sense of security, but also animportant measure to deepen the reform of the pension system in rural areas. However,the rural community home pension services are still in the pilot stage of exploration andwhich system construction is urgently needed research from theoretical perspective.This paper took the theory of hierarchy needs, equilibrium of supply and demand,and new institutional economics as a guide, took the actual survey data of the ruralelderly pension service demand willingness in Henan Province and community homepension conditions as the basis, systematically analyzed the present situation and thecontradiction between supply and demand and further studied the construction of ruralcommunity home pension service system by the method of combining normative analysisand empirical analysis.First of all, this paper used the method of literature analysis to comb the relevantconcepts and theory, and formed the theory framework of system construction of therural community home pension service. Firstly, in the full reference on the basis ofprevious research results, this paper defined the connotation of research object: the ruralcommunity home pension service was such a mode that took family as the core, took rural community as the backing, took the life care, medical care and spiritual comfort asthe content, took the “coming in” and “going out” as the main form. Secondly, thetheoretical framework of demand and supply of the rural community home pensionservice were constructed by refining the latest research results of production socializationtheory, social embedding theory, institutional change theory and new public managementtheory, the welfare pluralism theory, public offer and production theory.The second, this paper used the method of normative analysis and empirical analysisto analyze the contradiction between supply and demand of rural community homepension service. First, based on the supply perspective, this paper combed the changes offamily pension to find out the community home-based care were suitable from thehistory perspective, and described the current status of the development of the ruralcommunity home pension service and the pension service experience of other countriesfor reference from the international perspective, at last, we found that the supply of ruralcommunity home pension service is insufficient, and there are three “short board”:material resources, financial and human resources. Second, based on the demandperspective, on the one hand, this paper used the normative analysis method of demandelasticity to analyze potential demand for rural community home pension service. Findthat the farmers have huge potential demand for the community home pension servicebecause of various reasons, such as shortage of pension services, lack of purchasingpower and not familiar with the service; On the other hand, this paper used theeconometric analysis method to carry out an empirical research of actual demand forrural elderly pension service. Find that the rural elderly have a strong willingness to payfor home pension service, but nearly a third of people do not have the ability to pay,which results in insufficient realistic demand for the community home pension service.Thus it can be seen that the contradiction not only exist in between supply and demand,but also exist in between huge potential demand and insufficient realistic demand.Once again, this paper used the method of AHP to explore the supply path of ruralcommunity home pension service. On the basis of comprehensive analyzing thedevelopment environment of internal and external, this paper applied the analytichierarchy process (AHP) to select the industrialization development strategy which wasconstituted by “resource integration”,“organizational integration” and “systemintegration”.At last, this paper used the method of system analysis to build the rural communityhome pension service system of “industrialization”. Based on the public service orientedof “appropriate universal-type”, the construction of the rural community home pensionservice system should adhere to “industrialization” combine with “public welfare”：firstly, based on the service circle of industrialization which was consisted of providers,producers and consumers, this paper build the rural community home pension service running mechanism from three dimensions, namely the government regulatorymechanism, the market competition mechanism and the farmers demand expressionmechanism; secondly, the community home pension service system highlighted its publicwelfare from the pension services level, mode and content. In view of the abovecontradictions and problems, this paper put forward some policy suggestions on theestablishment of rural community home pension service system.The paper’s innovation points were: First, the method was innovation. This paperused the method of “demand elasticity” to analyze the intensity demand of ruralcommunity home pension services; the results showed that the demand has priorities,which laid a theoretical foundation for determine the launch sequence of communityhome endowment service projects. Second, the content was innovation. Whetherconsumers have demand consciousness and the purchasing power？Whether there wereservices in maket? Based on this standard, this paper divided the demand of ruralcommunity home endowment service into potential demand and reality demand. Then,builded the “industrialization” path of rural community home endowment service supplyfrom microcosmic to macroscopic, including micro strategy of “resource integration”,middle strategy of “organizational integration” and macro strategy of “systemintegration”. Third, the research perspective was innovation. This paper refined theproblems of supply and demand from the perspective of providers, producers andconsumers, and builded the trinity rural community home pension service system fromthe corresponding government regulation mechanism, market competition mechanismand family demand expression mechanism.
