Research On Personalized Applications Of Government Information Resource Based On Ontological Theory

With the popularity of the Internet and the development of information technology, the government information resource management is widely paid attention and concerned. There are mainly two goals of the e-government system construction:First, to enhance the efficiency of internal government, and second, to provide more high quality services to the public through electronic networks; and the effect of information technology within the government must be ultimately reflected in the quality of public services. The nature of e-government information management is electronic public services exactly, no services, no electronic-government resource management.However, the domestic construction of e-government system is still in a relatively low level of government services in terms of design and services provided of the traditional "government-oriented" way of thinking, there is no mechanisms of interactive development between a government and the public, leading to the public don’t feel the superiority of the government electronic services; at the same time, with the development of e-government and the increasing openness of the government information, the amount of information provided by the Government will be more and more. But for the specific public, the information they care about is always limited, and the demand is personalized. So, public urgently need a kind of new personalized service pattern which can self-organize and self-adapt according to its characteristics.Therefore, This thesis construct an ontology-based personalized application model framework of e-government service information resource, drawing ontological application experience in related fields to help government departments to implement personalized e-government services. The main contents are:firstly, this thesis explains the meaning of personalized e-government information service, system framework, summarizes the development of e-government at home and abroad; then this thesis studies the theory of ontology concepts, and constructs the personalized catalog model based on ontology theory, the e-government information personalized recommendation system based on ontology theory and the personalized information retrieval model based on ontology theory; finally, this thesis proposes a series of feasible ontology-based e-government service resource personalized application schemes for the current e-government service application situation. On the basis of "Government Information Resource Menu System Standard", this thesis combines the government service information resource building and application in Hefei City, and creates an electronic government information personalized service system with some typical characteristics of personalization, dynamic and intellectual ization. This system could provide the active pushing, dynamic and differentiated information service to satisfying the personalized requirements of different users.
