Under the background of the strategy with constructing innovative country of China, it is more and more concerned about the construction and development of research university which has provided a great number of creative talents and technology innovation achievements. However, the research university has been discussed by Chinese since1994, it did not caused the attention of university leaders, scholars and experts until2001, and it gradually became a hot research topic. For historical reasons, currently, Chinese research university construction is still left behind by the serious effects of thinking and management way in planned economy system,which includes the idea, guiding ideology, leadership system, evaluation and management of university teachers, and so on, during the period of planned economy in China, the primer goal of education is to impart knowledge to students, the development of innovative people is not education’s main goal. And the innovative country construction requires that research university should make train of innovatory talent as the primary goal, at the same time, fostering creative talents also need to explore and obey innovative talents growth pattern, allocate and manage research university priority resources. Therefore, the study on research university construction has practical significance and historical significance on Chinese society, it has very good theory and practical value on the talent cultivation mode and research university management mode construction. Based on the thought of match better confirming to the natural rules, firstly, this paper announces that research university should widely advocate, encourage and act on exploration and utilization subject’s rules to display behaviour subject’s good conduct. Based on this, according to the behaviour characteristic of match better conforming to the natural rules, the characteristic of research universities is analyzed. It points out that it is in urgently needs research universities for national development and constructing innovative country, research university is also an important support for individual development. Meanwhile, research universities construction faces the challenge of changing education concept, coordinating several social thinking and behavior setting.This paper takes the research university construction concept as the entry point, in the process of research universities construction through logical analysis and function judgment,it should be with the national education policy for the purpose, it can take match better conforming to the natural rule as the practicable methods for the national education policy.Based on the thought of match better conforming to the natural rules, from the perspective of the best beneficial to individual, this paper puts forward an evaluation and analysis method, the methods can highlight the contribution of individual for society on the basis of not against social group’s inclination, it embodied humanistic thought, it is a method worthing popularization and promotion.Through the analysis of university evaluation situation, this paper argues that, the evaluation of universities should be based on advocating university spirits, guarantee and develop the key function of universities. According to this, this paper puts forward a novel university evaluation and analysis method, this method has the thought of advocating democratic centralism on development contents and independent innovation on development way, it is useful for universities developing based on the subjective and objective characteristics. At the same time, it can refine and analysis on the types of universities operation results, it is useful for education departments to direct in classification.On the perspective of research universities teacher management, this paper puts forward a new research university teachers’ evaluation framework, it explicates the goal guiding function by determining the indicator ideal value, and through the dynamic fixed ideal results to guarantee the advanced development of the school. At the same time, the assessment results of all teachers are based on teacher performance information, the whole process does not exist manual intervention (including value structure parameters), it is objective, and it is fully embodied the humanistic thought, it reflectes the guide and encouragement of research universities teachers’ exploration and practice in scientific research, knowledge initiating and promoting social progress, and encourages exploration and practice with the direction of the teacher autonomy, it not only respects the will of research universities’ teachers, but also it is in accordance with the wishes of the research university teachers’ academic freedom and independent development, also it solves the unity of the evaluation standards and population differences, uniform standard and the discipline of the differences between the contradictions.On the perspective of research universities discipline construction, this paper puts forward leader talents evaluation and judgement methods based on individual advantage analysis, from the perspective of combining the common advantage structure and evaluated individual advantage structure, it provides a scientific and effective qualitative analysis tool for personnel selection decision making, it can be used for human resources management department in organizations.
