Research On Reorganization Of Public Information Services Oriented To National Independent Innovation Demand

In the era of innovation-driven and knowledge-driven economy, enhancing independent innovation capability has become countries’ strategic choice to obtain their competitive advantage. As we all know, the essence of independent innovation is the creation of new knowledge, which is just related to information resources. To some extent, independent innovation capability is closely interrelated to national information construction and information service. And due to the increasingly fierce international competition, national independent innovation pattern has some new features different from what in other eras. That is, networks consist of many innovation agents are so favorable to complement each other and integrate innovation resources that it the structure of networks increasingly becomes the main pattern of independent innovation. However, this innovation network put forward higher requirements for information service based on the two following reasons:the first one is that the management and the operation of network organizations rely heavily on the exchange of information between various agents as information is the main link between network agents; the second one is that as a kind of important innovative resources, information could not only flow between the various agents, but the utility and value of information resources could be excavated completely to create new knowledge. Definitely, the development of China’s independent innovation is closely interrelated to information service, and the development of China’s independent innovation is directly decided by these factors:the level of information resources construction, the quality of information service, and the degree of information resources development and utilization. Public information services, targeted at the public, are the most open and social information services and reflect the level of national information resources construction and information service most clearly. Meanwhile public information resources construction and public information services are foundation for the development of national independent innovation. In particular, public information services, which have become engines for the development of national independent innovation and for the growth of economy and society, are of great significance to the development of independent innovation.However, due to historical reasons and other limitations, China’s public information services system has not yet met the requirements of China’s independent innovation. Thus, public information services are bond to been reorganized. In this paper, the author analyzed the collaborative trend of independent innovation networks and the characteristics of rapid response, both of which require reorganize public information services. Having discussed the objective of reorganization, the author researched into the reorganization of public information services, mainly from the following four aspects:institutional change, system reconstruction, rebuilding information resources and business reorganization. Finally, the author use a case to test the all theories proposed in the paper. Apart from introduction and conclusion, this paper includes 8 chapters, the main research contents are as follows:(1) The network structure of China’s independent innovation and information demandsIn this chapter, the author pointed out that in the information age, the development of China’s independent innovation has the characteristic of network. And these networks of independent innovation could be classified into 3 groups:agent networks, value networks and information networks. Moreover, since public information construction and information service are important factors of independent innovation, thus networks of independent innovation require reorganize public information services.(2) The requirement and strategic objectives of the reorganization of public information services oriented to national independent innovationIn this chapter, the author firstly elaborated the evolution of China’s independent innovation, and then analyzed the current situation of public information services. And considering the new trends of national independent innovation and the new demand for the reorganization of public information services, the author put out strategic objectives of the reorganization of public information services.(3) Institutional changes of public information services oriented to national independent innovationIn this chapter, the author proposed that the traditional system of public information services born in the planned economy era showed many drawbacks. It could not meet the new requirement of independent innovation agents. Having considered many factors of system changes, the author brought forward a new supply pattern of public information services, in which the third sector and enterprises participate together.(4) Systems reconstruction of public information services oriented to national independent innovation In this chapter, the author proposed that systems of public information services, which include a great many agents and complicated relations, have characteristics of complex adaptive systems. And the author used CAS theory to study the construction of public information services systems, mainly focusing on the principles, conditions, models and technologies of construction(5) Rebuilding public information resources oriented to national independent innovationIn this chapter, the author pointed out that reconstructed systems of public information services need to rebuild public information resources and further to realize optimal allocation. Based on that, the author studied related issues of public information resources construction, including strategic planning, digital organization, network-based organization, cross-system integration, resources sharing oriented to collaborative service and so on.(6) Businesses reorganization of public information services oriented to national independent innovationIn this chapter, the author researched principles and objectives of the reorganization of public information services, the development of public information service businesses, information technology change and business management of public information services, etc.(7) The management and evaluation of the reorganization of public information services oriented to national independent innovationIn this chapter, the author mainly proposed the principles, methods, index system and processes of evaluation the reorganization of public information services oriented to national independent innovation.(8) Case studyIn this chapter, the author took Engineering Documentation and Information Center of Jiangsu Province for an example to analyze the reorganization of public information services in Jiangsu Province.Finally, the author draw conclusions that there were some shortcomings in the paper and that he would make an intensive study of public information services in the future.
