| The history of human development and progress is a history evolution motivated by wars.In the back of wars the scientific technology has been playing a decisive role.Currently in the information age various revolutionary innovations are emerging continuously,particularly the research for brain science in the recent,which has led to a new round of scientific and technological global competition.This research field would have a significant influence on future war.From the point view of national defense and military construction development,Chinese military reform at present is implementing under the circumstances of the tide of worldwide military revolution,as could be a kind of profound change on the basis of change and development of future war forms and proactive layout centered on ongoing technological revolution,such as future combat force construction for astronautical technology,information technology,biotechnology and brain science.The military reform elicited by new technology isn‘t a simple spontaneous process,but the result motivated by choice and evolution of strategic thought.When key technology had broken through traditional military capability,the military reforms in the past,based on the strategic need,achieved the transformation of core military ability and changed the winning rule of battlefield,breaking war balance.In the current,the great powers in the world headed by America,formulated national “Brain Project” one after another.Undoubtedly,this innovative technology from the cognitive field would reach to military strategic field.As brain science is directly related with the core of human secret —mind and consciousness,it is questionable to say that the power generated by brain science of military strategic application is as good as traditional nuclear weapon.Therefore,the military high-tech competition centered on brain science would evolve to be new hot spot of military competition gradually.Through military transformation technology and measure breaking through the key scientific problem of brain science research and improving combat effectiveness would possibly determine the war result.The power-dominated theory of winning mechanism would transform again and especially under the guidance of biotechnology supremacy brain-controlled new military theory would be generated.This research,focusing on macro-background of brain science technology development,predicts the development tendency of brain-controlled technology and reflect upon military reform possibility.Integrated with various scientific methods of military science,management science and futurology,the systematic analysis and demarcation for “brain control” technology and “brain controlled” technology was executed by systematic review of the tendency and progress of brain science and expounded the development tendency of brain science centered on “brain controlled” technology elaborately.Furthermore,combined with the argumentation and consulting results of experts,brain science of military application va lue and future impact on military reform was analyzed to put forward with the innovative perspective that brain war based on “brain controlled” technology would happen in the future war while the characteristic and connotation of brain war characterized wi th brain controlled and intelligence contest was discussed under the guidance of biotechnology supremacy along with the analysis and expectation on military application prospect of brain controlled technology.In this research the prediction method was implemented to judge and evaluate the development tendency of future technology.On the basis of scientific screening,expert argumentation and questionnaire survey designing,the research hot spots or focus domains of industry age,information age and brain science age were ensured by experts.Through literature data screening and collection from these databases(Google Scholar ?PubMed?Web of Science?CNKI)the ARIMA model and regression model were used to predict the brain controlled technology development while on the basis of Big Data analysis tool(Baidu Index and Google Trends)the brain controlled technology development was verified and predicted.The results from model prediction manifested: the model could precisely predict the tendency from industry age to information age and the chosen models application were scientific.The current data prediction showed: the whole technology development of brain science is going on in a rapid period and its substantial potentials possibly dominate future development,having a profound and lasting influence on future military reform.Based on prediction research this article discussed how the brain controlled technology affect the future war form and analyzed future war of morphological characteristics and combat modes,coming up with the five core characteristics of brain war on the basis of information war and analyzing five main combat forms(Man-Machine Fusion,Robot plus intelligence,etc.)and war multi-dimensional development tendency.At the same time,according to the transformation of war-winning mechanism and combat principle elicited by brain controlled technology,the winning factor(the brain-like computer,robot with intelligence,etc.),the winning law(consciousness control,precise control,etc.)and the key combat element(autonomic collaborative destructive weapons shifting among multi-dimensional spaces)centered on brain war had been illuminated.By systematic argumentation this research aims to explore the proposal of military application system construction based on “brain controlled” technology,including innovative military theory system of brain controlled technology,talents cultivating system,attacking and defending system,transformation system and ethical guarantee system.In the empirical part,united with the practical situation this research was to probe the construction for collaborative innovative center in which brain science should be the core and the strategic alliance of “Five Universities,One Institute” was established to achieve multi advantages complementing,mutual benefits winning,explicit mission assigning and clear responsibilities undertaking.In other words,the five universities(Chongqing University,Southwest University,Chinese Academy of Sciences,etc.),headed by Third Military Medical University,were to constitute “Brain Science Collaborative Innovative Center”,in which interdisciplinary cooperation research teams from experimental neuroscience,applied neuroscience,computational neuroscience and cutting-edge technology and equipment research and development were built,aiming at carrying out the researches about four aspects(brain science,major brain disease pathogenesis and new prevention and treatment strategy,research and development for new brain-researched technology,and brain enhancement and artificial intelligence)to seek for significant breakthrough for pushing the deep development and military transformation application of brain controlled technology.In the end,from the point view of facing with diversified war threats and grasping national strategic initiative in the future,particularly brain controlled technology development tendency,this research has proposed five suggestions and innovative thoughts for winning the future war dominated by brain controlled technology applied for military application:(1)grasping the development tendency of revolutionary technology and establishing national strategy of brain science;(2)envisaging new changes of future war form and winning the strategic initiative of national defense and security;(3)highlighting the mind innovation for military theory and establishing the military development system of brain science;(4)accelerating the military transformation of brain controlled technology and seizing the competition advantage among multi-dimensional spaces;(5)facing with new need for military scientific and technological innovation and striving for optimal configuration of human resources. |
