Study On The Path Of Ideological And Political Education Of The Cultivation Of Farmers' Public Spirit

Since“the organic law of villagers committee of the People's Republic of China”was issued in 1987,the aim to promote the villagers' autonomy of the rural grass-roots democracy obtain a wide supported by legal system.The governments and the autonomous organizations have done a large number of exploring and have made great achievements around the village autonomy system.However,the villagers' autonomy in institutionalized patterns exposed some problems.On the one hand,the peasants dispel the common phenomena in village governance practice,such as living style of atomic,short-term behavior,utilitarian pursuit of value,mode of thinking of economic rationality and responsibility consciousness weak,the trust,cooperative between farmers,public oriented and reciprocity norms increasingly digesting.On the other hand,the villager autonomy system is involution dilemma in technology,tools and "growth without development in practice.The democratic operation shows ceremonial,utility,blindness and irrational forms.These problems show that the villagers autonomy as an important part of the construction of grassroots democracy,not only depends on the perfect system,but also closely related to the ideological and political education of farmers.Democracy construction of villager's autonomy promotes just from the institutional level,which helps in regular operation of villagers' autonomy,but it ignored farmers' public spirit on support system of villagers' autonomy,and democratic ideals of villager's autonomy system is difficult to achieve.This topic presents interactive relationship of the villager autonomy system,the farmers' public spirit and the ideological and political education.That is to say,the villager autonomy system relies on the support of the farmers' public spirit,the cultivation and development of the farmers' public spirit needs the support of the farmers' Ideological and Political Education.It is the problem domain to explore the cultivation of farmers' public spirit through ideological and political education,to achieve the benign operation of the villagers autonomy and to implement the democratic concept of the villagers' autonomy system.In the proposition that ideological and political education promotes the public spirit of peasants and then supports the democracy system of villager autonomy,the first is the relationship between the public spirit of peasants and the system of village governance.In Chinese and Western comparative perspective,the topic introduces the deep insight of Liang Shuming,Fei Xiaotong on the relationship between the China traditional rural clan system and the spirit of ethics,and the problems of the rural construction transformed from the traditional to the modern;and introduces the western thought of Tocqueville in “on American Democracy ” about the new England township spirit and autonomy system,and of Putnam in“Making Democracy Work ”about relationship on the North Italy Township Social Capital and institution performance,and analyzes.Through analysis,we can get the common position of the public spirit support the modern village governance system.But because of the differences between Chinese and western about the times,social history,culture and modernization path,we can not refer to the path of nurturing the public spirit of contemporary Chinese Farmers.Through the historical experience of the peasants to be masters of the country leaded by the Chinese Communist Party and of construction of the peasant democratic regime,This topic proves that ideological and political education is the basic path to cultivate the public spirit of farmers.Thus,the basic proposition logic of the thesis is proved.After proving the proposition of the thesis,it concerns the new problems faced by the current villager autonomy system in China.On the basis of summarizing the experience,this paper puts forward development ideas of “rural social life community”,and establish a new relationship between the ideological and political work and cultivating the public spirit of farmers on the social life of the community.On this basis,the basic way to cultivate the public spirit of farmers through ideological and political education is put forward:strengthen the organization and leadership of the party,play Xinxiang Xian moral exemplary and leading role,pay attention to the construction of rural community culture and rely on multi carrier to promote farmers cultivate public spirit.
