Research On Rural Community Development In The Background Of Rural Urbanization

The dual structure contradiction between urban and rural is obvious in northeast China,and rural urbanization is expose to complex problems and challenges.In the strategic background of promoting the coordinated development of urban and rural areas and rejuvenating northeast old industrial base of comprehensive,exploring the development of rural urbanization has prominent theoretical and practical significance.In recent years,driven by the new development strategies of new-type urbanization in China and the revitalization of northeast old industrial base,the new rural community becomes a new way of rural urbanization in northeast area of rural China.Based on the the basic theories of rural urbanization and community development,this paper builds the theoretical framework of new-type rural community and sub landless-farmer community.Combined with the case study of Chenjiadian village and Xinghuayuan community,this paper analyzes construction process and mechanism of rural community development,and analyzes and evaluates the effects of rural community construction on the rural villagers,also includes satisfaction and adaptation study of rural villagers,and then evaluates the effects of rural urbanization in the path of the rural community and put forward countermeasures and suggestions of the rural community development.The research contents are as follows:1.Based on the the basic conceptions,this paper illustrates the basic theory of rural urbanization and rural community development,defines the theoretical relevant conceptions and explains the enlightenment of the theories provided.Based on the the basic theories of rural urbanization,this paper builds the theoretical framework of new-type rural community and sub landless-farmer community.2.This paper explores development level,problems and development of rural urbanization in Changchun city.First,this part uses the entropy method to measure the overall rural urbanization level of Changchun city.Second,this paper explores the problems of rural urbanization and traditional development s.Combined with new policies of rural development,this paper put forward two rural community development modes of Changchun,namely new-type rural community and sub landless-farmer community.3.Combined with the case study of the new-type rural community typical village-Chenjiadian village of Changchun,this paper analyzes construction process and mechanism of the new-type rural community,and analyzes and evaluates the effects of the new-type rural community on the rural villagers,also includes satisfaction and adaptation study of rural villagers,and then evaluates the effects of rural urbanization in the path of the new-type rural community and put forward countermeasures and suggestions.4.Combined with the case study of the typical sub landless-farmer community-Xinghuayuan community,this paper analyzes land requisition system,the compensation mechanism of land requisition and the relationship of land requisition and landless farmers.It also reveals the process and mechanism of the rural community construction of sub landless-farmer,and then further analyzes and evaluates the effects of the sub landless-farmer community on the rural villagers,also includes satisfaction and adaptation study of rural villagers,and then evaluates the effects of rural urbanization in the path of sub landless-farmer community and put forward countermeasures and suggestions.The main conclusions are as follows:1.Urbanization theory and community theory are the core and basic theories of this paper,which provide theoretical basis for building the theoretical framework of rural community.The rural community is driven by the new development strategies of new-type rural community,new-type urbanization and the revitalization of northeast old industrial base,and it is a new way of rural urbanization.Taking Changchun city as an example,based on the process of urbanization and rural community,this paper put forward two rural community development modes of Changchun,namely new-type rural community and sub landless-farmer community.The new-type rural community is characterized by reconstruction of rural settlements,industrial agglomeration,non-agricultural of rural employment structure.The agglomeration effects of new-type rural community forms the prototype of small towns.The characteristics of suburban landless-farmers community development shows that it is formed by urban expansion and achieves rapid urbanization through land requisition dominated by the government,the settlement of centralized community structure,non-agricultural employment structure,and the same way of life with urban residents.2.Based on the evaluation index system of economy-population-environment urbanization in the rural area of Changchun and time series data from 2000 to 2014,this paper uses entropy value method to measure the overall level of rural urbanization of Changchun city,and analyzes its evolution process.The results show that rural urbanization comprehensive level in the area of Changchun city increased.The economic subsystem of urbanization increased with fluctuations and space-environmental subsystem of urbanization slightly increased,while the population subsystem of urbanization slightly decreased.The rural urbanization of Changchun is characterized by the domination of economic urbanization,low level of the population urbanization and space-environmental urbanization.The economic urbanization reflects the characteristics of the economic scale growth and total density evolution.The rural urbanization of Changchun city has the problems of small-scale cities and towns,weak radiation scale,poor industry foundation,poor infrastructure and slow process of citizenization,etc.In the policy background of the northeast old industrial base prosper,new rural construction and the new-type rural community construction,the rural community development provides a new path of rural urbanization by integrating region-space resources of village,land,population,industrial areas,etc..3.The new-type rural community is an important carrier of urban-rural integration and rural urbanization by integrating region-space resources of village,land,population,,industrial areas,etc..Rural settlements changes from scattered to centralized,agricultural modernization achieves through land circulation,the rural secondary and tertiary industries prosper through the development of the rural cooperative typed enterprise.For the rural space environment,the new rural community improves the villagers' living conditions and quality of life.The new rural community changes the livelihoods of villages.The survey shows that most of the villagers satisfy with the land circulation revenue.The employment of villagers turn to secondary and tertiary industries and most of them take odd jobs.The income structure of villagers show the diversification and the villagers' family year income decreases with increasing age.The living standards of villagers improve and the living environment and infrastructure also improve.The villagers have high satisfaction and adaptation with new-type rural community life.The new-type rural community achieves the restructuring and optimization of agricultural space,social space,ecological space and living space,making the rural community become the tie of cities and towns and villages and a prototype between the city and town.For the the new-type rural community,based on the location theory,it need reasonably plan the location of rural communities,cultivate pillar industries of new type rural community,strictly regulate land circulation management standard and improve the long-term mechanism of community management.4.The sub landless-farmer community is the development of achieving rapid rural urbanization.In this process,the employment of rural residents changes from agricultural to non-agricultural,the village is equipped with supporting the same infrastructure with the city.The process of farmers' citizenship shows a fast speed,but rural industry collapsed and the livelihoods press of landless farmers is high.Case study results show that the social-economic status of land farmers are high ratio of the middle-aged population,low education level,low income,insignificant marginal population.The housing and living environment of villagers have significantly improved,but there are some barriers for the villages to adapt the urban life,especially the pressure of employment and the survival,and villagers take odd jobs as their the main jobs,but get less stable and career opportunities.The landless farmers' life and living path have been completely urbanization,the results show that the recognition of urban residents for the landless farmers is low,due to the restriction of the Hukou system.For The the sub landless-farmer community,it need construct a platform for the employment of landless farmers,perfect the compensation scheme of land requisition and change the identity of the landless farmers.
