Grid Management Mode was practiced in the field of city management of Dong Cheng District of Beijing in 2004,and then practiced in Beijing's Chao Yang district,Xi Cheng district,Shang Hai Changning theoretical.At the empirical level,taking Beijing city of Dongcheng District as an example,this paper focuses on the analysis of the formation mechanism and the connotation of the system,and on the basis of which,the paper explores the mechanism of the formation and change of the system induced by technological innovation.That is,how technological innovation leads to the change of the grid management system through the remodeling of the departmental interest preference,the reconfiguration of the power structure and the rationalization of the effect evaluation.From the point of view of Dongcheng District practice,the grid management mode is mainly applied in the management of municipal city.In the aspect of practical operation mechanism we found that information technology itself does not cause changes,but through the introduction of the new technology has changed the key actors the opportunity,resources and power relations,and promote the organizational structure and mechanism reform.With the expansion of this model to other cities such as Shanghai and Yichang,we find that the expansion in practice is not only horizontal,but also has a deeper degree in the vertical.From the field of urban management to social service management.Therefore,after the empirical analysis of the model,we still take Dongcheng as an example to make an empirical analysis of the practical logic of vertical expansion.And then from the horizontal of Beijing Chaoyang District,Shanghai,Changning District,Hubei and other places of practice mode analysis of the.On this basis,we reconstructed from grassroots social governance unit,government resources,sinking activate social market resources,construct the target responsibility system,evaluation and implementation of authority integration mobilization and achieve the goal of governance four levels try the basic social order mining system connotation of this model.We found that in the horizontal and vertical expansion process,internal logic and operation mechanism of grid management has changed,and this difference is very obvious:the line continues to expand,the increasing number of functions;objects from static to dynamic,such as information and behavior direction,guidance from technical rationalism to the maintenance of stability oriented control to service and participate in the direction of change,means from logic of governance from the angle of government authority integration and resource integration,in another word,governance transition leading from the rationality of technology technology as a
