normalization The cause of cooperation among local governments is due to the changes of external environment.From outside,since the 1990s,with the continuous development of economic society,the public problems in the region have become more and more complicated and beyond the boundaries of the administrative divisions,which have produced spillover effects.The traditional government's ruling model is declining and has been confronted with crisis.The complexity of public affairs is beyond the scope of a single government's ability to solve.At the same time,the third sectors,such as resources to promote regional economic integration,narrowing the development gap between regions.The cooperation between the local governments in China is a network of relations between the horizontal governments.It is a kind of integrated governance that emphasizes the crisscross and multiple connotations.The rise of cooperation among local governments in contemporary China has both theoretically
