Multi-attribute group decision making is the process,in which decision makers compare and select alternatives using a certain decision method,based on the known decision information.The multi-attribute group decision making problem has widely existed in the fields of economy,management and military field etc.In the process of actual decision making,it is difficult for decision-makers to give the accurate evaluation information because of the dynamics decision-making environment,the complex decision-making problem and the limited human cognition.In order to describe the fuzziness and uncertainty of the decision process,this paper expresses preferences of the decision makers using the interval intuitionistic fuzzy number and proposes the decision making methods under different decision-making situations.In recent years,although some scholars have studied the multi-attribute group decision problem under the interval intuitionistic fuzzy decision environment and some achievements have been made,but there are still some problems to be further studied.This paper mainly focuses on the shortcomings of the existing research,and the contents are described as follows:(1)Research on the interval valued intuitionistic fuzzy multi-attribute group decision making method under the complete decision information situationThe scientific and rational aggregation operator is one of the key factors to effectively solve the interval valued intuitionistic fuzzy multi-attribute group decision making problem.However,in the process of aggregating the interval intuitionistic fuzzy information by the existing aggregation operators,if the lower limit of the membership degree of a certain value is 0 or the non-membership degree is 1,the information loss or distortion will appear.The information loss or distortion will lead to unreasonable decision results.In view of the shortcomings of the existing aggregation operators,this paper proposes a new aggregation operator according to the evidence reasoning,which can effectively avoid the problems of the existing operators.The operator respectively converts the membership degree and the non-membership degree of the interval intuitionistic fuzzy numbers into the support degrees belonging to different evaluation grades.Then the support degrees are aggregated by the evidence reasoning theory,and the aggregation of interval intuitionistic fuzzy numbers is realized.Based on this,a new decision making method for solving multi-attribute group decision making problems under the interval valued intuitionistic fuzzy decision environment is proposed.(2)Research on the interval valued intuitionistic fuzzy multi-attribute group decision making method under the incomplete decision information situationIn the actual decision process,the decision attribute weight information may be completely known,partly known or completely unknown.However,most existing decision methods only consider the situation that the decision attribute weight information is completely known.So they cannot solve the decision problems in which the decision attribute weight information is partly known or completely unknown.In view of these problems,this paper respectively constructs the attribute weight determination models for situations of attribute weight information partly known and completely unknown.Based on this,new decision methods are proposed,which can effectively solve the interval valued intuitionistic fuzzy multi-attribute group decision problem with incomplete decision information.(3)Research on the interval valued intuitionistic fuzzy multi-attribute group decision making method under the heterogeneous decision informationBecause of the heterogeneity among decision makers,different decision makers usually prefer to adopt different attribute sets or fuzzy information representation models.If these differences are ignored,information distortion may occur,which will lead to the decision making failure.However,most of the existing related studies only study decision making methods under the situation of isomorphic decision information.That's to say,all decision makers use the same decision attribute set and the same information representation model.To solve this problem,this paper proposes a new decision method.In this method,the decision matrices given by different decision makers are regarded as independent modules and handled separately,which effectively solves the problem of matrix size inconsistent.In addition,based on the decision attribute,the modules are divided into several mutually independent sub-modules and handled separately,which effectively solves the problem of decision information types inconsistent.This method allows decision experts constructing decision attribute sets according to their understanding about the decision problem and adopt the information representation model they are best at.Therefore,the decision preference of decision makers can be fully retained and the utility of group decision making can be maximized,which is conducive to obtain more reasonable decision results.Research results of this paper can enrich the theory and method of group decision under the fuzzy decision environment.The proposed decision method can be applied to solve decision problems,such as the emergency material distribution center location,the urban emergency response ability evaluation,the University Teachers' job performance evaluation and so on.
