| Ecological Civilization is the inevitable requirement to realize the harmonious development of human and nature,and the construction of ecological civilization is the fundamental strategy which relates to the forever development of Chinese nation.The Communist Party of China and the government have always been attaching great importance to the protection of ecological environment and construction of ecological civilization.Especially after the 18~thh CPC National Congress,the theology of ecological civilization has been widely accepted by all.Unprecedented improvement is happening at full ranges,including the pollution treatment,regulation development,supervision reinforcement,and the environment protection.The ecological environment protection is experiencing historical transformation,and also achieved historical achievement.However,we also need to realize,the current result is not solid,and severe challenge still exists.There is still considerable gap to accomplish the strategic target of building a Well-off Society,and to meet the expectation of the countryside habitants to live in a graceful ecological environment.Therefore,we must thoroughly study and carry out Xi Jinping’s Ideology on building the socialism with Chinese Characteristics in the New Age,especially those about eco civilization.We should make sure the relationship between ecological environment protection,the agriculture and country developments are correctly handled;the construction of ecological environment is strengthened;the rural revitalization strategy is promoted.To build graceful,ecological and livable country,to construct harmonious co-existence between human and nature,become never ever more urgent,and bears significant implication and influence.Historically positioned itself in the phase when the socialism with Chinese Characteristics has entered into a new age,the research is based on the development,practice,exploration and dynamic of rural ecological civilization construction ideology;following the logic of raising,analyzing and solving the problems;deployed a comprehensive research approaches;sticking to the ideology direction and problem orientation;focused on the theme of rural ecological civilization construction,and made comprehensive and systematic study.The Chinese rural ecological civilization ideology is deeply rooted in profound theory resources,including Marx and Engels’ideology resouce,such as“human is direct natural existence”,“humanized nature”,“reconciliation of human being and nature”etc;the brilliant Chinese traditional culture also offered abundant native resources,including“Loving all the people and animals”,“Law from the nature”,“All are born equal”etc;and the ecological civilization ideology led by the CPC leaders collectively over generations,which provided the practice and development evidence.Since the 18~thh CPC National Congress,with Xi Jinping being the core,the CPC central committee regarded the ecological civilization construction as part of the“Five in One”overall plan(economic,political,cultural,social and ecological progress),as well as important content in advancing the 4-comprehensive strategy.A series of fundamental,innovative and long term endeavors were carried out,and a series of new concepts,ideas and strategies were developed,which formed Xi Jinping’s ecological civilization ideology,and therefore provided essential principle,in order to maintain and strengthen the ecological civilization strategy,accelerate the top level design of ecological civilization construction,and continuously advance the construction of beautiful country and beautiful China.Rural ecological civilization construction is an important part of ecological civilization construction,and a fundamental base of rural revitalization.Rural ecological civilization construction follows Xi Jinping’s ecological civilization ideology,sticks to the principle of serving the people,and respecting public opinions.It keeps principles and priority on ecological and green development,plan oriented,makes overall arrangement,considers local situation,promotes by categories,rules by law and moral,as well as joint governance.We must also leverage all positive elements;coordinate on the ecological civilization construction,ecological industry construction,habitation environment construction,system and mechanism construction and so on.With all the above,the rural ecological civilization construction has made great achievement,and shows positive tendency.However,it entered into a key stage,with multiple pressure and burdens.The current challenge is to provide more and more superior ecological products to meet the ever rising demand to build a graceful ecological environment.It also reaches to the window period when we are capable to solve the prominent problems.The construction is still limited and constrained by many facts including the poor infrastructure,lack of environmental facilities,weak ecological awareness and defected system and mechanism.The rural ecological civilization construction is a comprehensive and systematic project,which involves multiple interests,and wide range of questions.The construction goal is to serve the agricultural production,realize green development,continuously prioritize the living environment,fundamentally change the production and living style,increase the rural civilization level,and reach comprehensive and coordinated development of the rural society.Considering the Chinese rural practical condition,we need to coordinate on the ecological construction of the culture,agriculture,living environment and mechanism,and put effort to promote the construction and development of value awareness,system and mechanism,as well as operation and enforcement.We’ll insist in setting up the value target of people and nature co-existence,establish sound system and mechanism to protect ecological environment,build and develop the operation model to protect co-existence,and these are the roads to realize the rural ecological civilization construction,and the best model for human to exist harmoniously in the nature. |
