With China’s urbanization in the past twenty years and the improvement of people’s living standards,the city has seen growth both in population and domestic per capita waste output,which has led to a sharp rise in domestic waste production in major domestic cities in recent years.Urban waste disposal capacity is increasingly stretched,and land resources in the city are increasingly tight.New landfill or incineration capacity has a strong not-in-my-backyard(NIMBY)effect.Major cities have seen conflicts between waste production growth and limited capacity expansion.Urban domestic waste disposal has become one of the problems that city managers need to solve urgently.In addition,China’s urbanization process is still at the developing stage of,and people’s living standards still have a lot of room for improvement.It can be predicted that the number of urban population and per capita waste output will continue to maintain a stable growth in the next few decades,and the pressure on urban garbage disposal will be increasing.Waste classification is an important solution proposed by city administrators to solve the problem of city garbage siege.China began to implement the waste classification system since2000,but it is still in a exploration stage.In recent years,with the continuous increase of urban environment and resource pressure,waste classification has been put on the agenda again by the central government and the national garbage classification efforts have been strengthened from top to bottom.Waste classification is an effective method to solve the problem of garbage siege,which greatly reduces the output of garbage flowing to the disposal terminal and reduces the pollution to the environment in the garbage disposal process.Meanwhile,certain economic benefits can be obtained through the recycling of garbage.It is an environmentally friendly,economically friendly and socially friendly method.Based on the theories of environmental economics,life cycle assessment and sustainable development,this paper makes an economic analysis of the waste classification industry.Firstly,the paper comprehensively discusses the development status of domestic and foreign waste classification,the existing domestic waste classification mode,and the upstream and downstream industrial chains of waste classification.Then,the paper uses the input-output analysis method of economics to monetize the negative externalizations of the environment of waste classification industry.An innovative set of economic analysis framework for waste classification industry has been established.Considering that Shanghai is the most perfect city for domestic waste classification industry,this paper selects Shanghai as the studying object,and applies thiseconomic analysis framework to the economic analysis of Shanghai waste classification industry.Parameters such as average input cost,positive benefit output and negative environmental benefit output in all aspects of waste disposal in Shanghai before and after the implementation of waste classification have been obtained,and the impact of waste classification on the input-output of all aspects of waste disposal,the impact on the total input-output of the whole industrial chain and the reasons for this impact have been analyzed.Finally,the paper analyzes the domestic and foreign waste classification management system,and offers some suggestions for China’s waste classification policy system.All market activities are driven by economic factors.Through detailed data acquisition’,scientific analysis and calculation methods,this paper has obtained relevant economic data of Shanghai’s waste classification industry,which can not only provide basic data support for the policy-making and promotion of garbage classification in Shanghai,but also provide reference for the development of waste classification in other cities in the country.The results demonstrated in this paper not only prove the feasibility of garbage classification in environmental benefits,but also prove that garbage classification has certain economic benefits,and illustrate the necessity,feasibility and urgency of comprehensively implementing garbage classification policy in China. |
