| In the study of modern history of China,The Republic of China is an important and ineluctable period,especially in the early years of Nanjing National Government(1927—1937).Compared to the before situation of frequent changes of the central regime,and the turbulent situation caused by the subsequent Anti-Japanese War and the Civil War,it has more unique political situation and typical historical significance.In this special social historical period,the concession existed as "state within a state"hurting the hearts of the people,also bringing the idea and practice of modern civilization.Shanghai as a "model settlement" is undoubtedly the best choose of Study on the concession of period of the Republic of China.Frequently in today’s food security problems,Few studies have discussed about Chinese community under the ruling of the Nanjing national government.Therefore,studying on this issue not only has the profound theory significance,but also the great practical value.The food safety supervision in early of the Chinese community at Shanghai is an important social practice of our country,and there have all kinds of connections with traditional contact.it has no doubt have all kinds of connections with food safety supervision of traditional.However,the food safety supervision is not used in the same sense of the ancient China.In ancient China,food safety is a private matter,and the Phrase used in this paper is a part of public health issue,which is used in the modern Western sense,and the beginning of our country is from the demonstration and influence of Shanghai concession.In fact,the history of food safety supervision of the Chinese community at Shanghai is almost as long as the concession’s history.In the late Qing Dynasty,food safety situation concerns worrying people of Chinese community.With the demonstration and lead from concession,driving of insight individuals,and deep hope of people at Chinese community,Food safety moved difficult.Although,this practice has many shortcomings and deficiencies,but undoubtedly,it laid a solid foundation of practice for the initial implementation of the food safety supervision.After the establishment of Nanjing national government,China ended the warlordism and scrimmage situation,then China is in the form to be unified.In the unity of the social environment,the government of Nanjing national government established the Ministry of health and the central health test.These provided organizational and technical support for the development of national food safety supervision.The loose social environment allowed the academic freedom,many scholars have conducted research and discussion of the problem of public health,laid the academic foundation for the cause of promoting food safety supervision.In this context,the Shanghai Chinese Health Institution was created,developed and perfected,and with the City Health Bureau and sub committees effective operation,Shanghai food safety supervision service is becoming more and more advance and development.During ten years of hard working,the Chinese community at Shanghai has initially built food safety supervision system with distinct sociality,imitation and stress characteristics.This practice got some good results,such as made the general public become healthier,improved the public health supervision and participation consciousness,enhanced the level of civilization of city.But at the same time,it is also facing some bad condition such as the mortality is still high,uneven distribution of health resources,health campaign can be superficial and so on.Through the abovestudy,we can get the following conclusions and implications:the positive participation of the public is the key to the smooth conduct of the food safety supervision.Experts have efficiency in performing their duties is the effectively security to ensure the supervision of food safety,and raising adequate health funds is the basis for the whole food safety supervision practice getting under way. |
