Vehicle equipment strategic reserved equipment belongs to the equipment support department of the Central Military Commission,which can be used to provide guarantee for the level of battle and tactics in wartime or emergency situations.So it plays an extremely important role in the technical supporting of wartime for Vehicle equipment strategic reserved equipment,and it is related to the achievement of the target of war.Therefore,the reserved decision-making and management of strategic reserved equipment have a direct effrct on the military benefits of associated combat operations.As the strategic reserved materials of the state and the army,"how much to store,where to store and how to store" is a basic problems,which are urgently needed to be solved in the strategic reserved of vehicle equipment nowadays.That is to solve the current vehicle equipment strategic reserved structure,reserved scale,reserved layout and reserved mode of several issues.Since 2000,it has made a lot of efforts in the strategic reserved of equipment supplies for our troops,although we invested a lot of money in construction and achieved the advantages of "reserved amount",neglected the level of "reserved efficiency".Due to many objective reasons,a series of problems have emerged,such as the aging of equipment reserved vehicles,the unreasonable layout and the single mode of reserved.These problems seriously restrict the development of military equipment for strategic reserved of vehicle equipment.The reason is that,although there are objective institutional constraints,a deeper root cause is the lack of an effective set of strategic reserved decision-making methods and tools for competent agencies and personnel to replace the traditional mode of artificial experiential decision-making.Based on above,this subject based on the actual needs of decision-making department,through the analysis of the elements of the vehicle equipment reserved system,the reserved decision-making system can be devided into three elements of the reserved structure optimization decision-making module,reserved scale decision-making module and reserved layout optimization decision-making module respectively.In order to change the traditional linear research methods based on data statistics,aiming at the characteristics of instability and randomness of various factors in wartime,SVM support vector machine,BP neural network and Multiple optimization and decision tools of multi-objective programming are respectively used to establish the corresponding mathematical models,and the heuristic and genetic algorithms are used to solve the model.On the basis of the above research results,based on thenet platform,a strategic reserved of vehicle equipment decision support system is designed and developed based on the optimization of structure,reserved calculation,selection and evaluation of reserved points,and query function.Through the establishment of various related data warehouses,Data mining analysis,relying on DSS system for the final formulation of strategic reserveds of vehicle equipment to provide a quantitative basis for the program to provide managers with decision support functions.The research idea of the subject is "to take the task as the traction,technology as the support,taking into account the benefits,the top-level design",mainly carried out the following five aspects of research as follows:(1)Arguably proposed and analyzed the relationship between the three elements of reserved decision-making,outlined and analyzed the status quo and mathematical models around the three elements of strategic reserved equipment reserved decision-making?research direction and attention problems Domestic and abroad,and construct the whole research framework and technical approaches.(2)Built the model of reserved structure decision-making optimization based on SVM.Aiming at the shortcomings of the traditional equipment classification and combining the natural and managerial characteristics of the strategic reserved equipment,SVM was introduced to classify the equipment according to the urgency of needs and to highlight the diversified classification features of the reserved modes.On the basis of the original base standards,some improvements have been made to form a new base standard,which provides the basis for the optimization of the reserved structure.(3)Construct the reserved scale estimation model based on BP neural network and the reserved quantity estimation model based on power index comparison respectively.Combining with the actual demand of combat equipment and reserved management in vehicle equipment,two models are used to construct the model of predictive war loss rate and the model of dynamic war loss rate in two phases.On the basis of this,the model of reserveds estimation is further established and provides more accurately quantitative basis for the medium or long term reserved plannings and special reserved plannings.(4)The vehicle equipment reserved layout optimization model based on BP neural network and heuristic algorithm is constructed.Based on the existing rear warehouse layout and reserved layout,using fuzzy comprehensive evaluation and BP neural network method,the rear warehouse is evaluated and selected in each strategic direction,and an alternative warehouse set of vehicle strategic reserved support points were built.Based on the above calculation,the direction of reserved allocation as a constraint to build network security layout as the goal,the use of heuristic algorithm to determine the number of reserveds in all directions,to achieve the purpose of scientific decision-making of the reserved layout.(5)A BP neural network-based evaluation model of the effectiveness of the reserved program is constructed.Based on the above research results,the index system of reserved effectiveness evaluation is extracted through systematic analysis of the three elements of reserved,and then quantified.The BP neural network method is used to simulate the index samples to make a qualitative assessment of the draft Feedback and improve programs to improve the effectiveness of decision-making.(6)Design and preliminary realization of vehicle equipment strategic reserved decision support system(DSS).After analyzing and designing vehicle system strategic reserved aided decision support(prototype)system architecture and theoretical model,based on platform-.Net completed the system's main function modules of the physical implementation,and made a decision support system security considerations and preliminary theory.In the end,the demonstration of decision-making process is carried out by taking the design of large-scale combat vehicle equipment support plan as an example.The results of the analysis show that,compared with the traditional decision-making process,the use of support decision-making system to further improve the flexibility of the decision-making,effectiveness and accuracy of decision-making,reserved options with diversified reserveds can also improve the efficiency of the reserved.
