Research On The Supply Of Elderly Care Services

With the amount expansion and level upgrading,the demand for aged service has been constantly escalating.To find out Whether the amount and structure of aged service supply are being upgraded,how to evaluate and improve the supply effectiveness,the directions and countermeasures of supply upgrading constitute subjects of this dissertation.Through establishing a set of index system to evaluate the effectiveness of pension security comprehensively and objectively,and put forward corresponding promotion countermeasures.Through empirical analysis to provide market prediction and benefit evaluation ideas for social capital to reduce the blindness of investment.This dissertation is consisted of seven parts as follows.Part one introduces the background of the topic.The review of the research literature,the purpose and significance,the research content,method and route,the research innovation and deficiency.Part two is consisted of the core concepts and theoretical carding.The core concepts are defined firstly,then relative theories are combed to provide theoretical support.The conclusion is that the theory to solve structural problems is the Supply-side Structural Reform Theory that emphasizes optimizing supply structure rather than the Supply Theory that emphasizes total control.Part three introducts the aging of population and upgrading of the aged service demand.By comparing aging of population,it analyzes aged service demand.It concludes the upgrading trend of the level and structure of the aged service consumption.Part four analyzes the present situation of the aged service supply.Through accounting and analyzing data of aged service to evaluate the aged service supply actuality concerned with aggragate supply amount,production factors,system supply,and supply structure.Part five evaluates the effectiveness of aged service supply.The effectiveness evaluation is carried out through the following three steps.The first step is to compare the operational effects of the international typical pension system.The second step is to add up the input cost and output of pension system which is being established and reformed in China,to evaluate social effects of the basic aged service supply.The third step is to evaluate the economic benefits of supplementary aged service provided by social capital on empirical analysis.Based on the evaluation of three dimensions,the effectiveness and the influencing factors of aged service supply are summarized.Part six points out the direction of aged service supply upgrading.In view of the influence factors and demand upgrading,the upgrading measures are put forward.To exploit the aged service with medical care combination and Chinese traditional medicine aged service.Socialize aged service and innovate supply model.Part seven propounds policy system.The process of upgrading aged service supply will not be completed automatically and easily.It is necessary for the government to construct guarantee from macro policy,industrial policy,micro policy,reform policy,and social policy.The input-output method,comparative analysis method,investigation research method,and empirical analysis method are mainly taken.Firstly,the investigation research method,no investigation no right to speak.Going to the relevant departments including Civil Affairs Department,FinanceDepartmen,Statistics Departmen and aged Institutions to obtain the direct information and the sample data,studies the aged service demand,the quantity and structure of supply and so on;Secondly,the input-output method.This paper makes statistics on the cost,effect and benefit of the basic and supplementary aged service from government and social capital supply,and evaluates the effectiveness of supply according to the comparative relationship between input cost and output.Thirdly,the comparative analysis method.The effects of the international typical pension systems and Chinese social aged service supply are compared respectively.Finally,the paper analyzes the benefit of private investment for supplementary aged service with an example.Conclusions are drawn as follows.First,the basic aged service provided by the government is a welfare public product,aiming to achieve social goal of "full coverage,basic security,multi-level and sustainable";The supplementary aged service provided by social capital is a private product,pursuing the profit maximizing,which constitutes the first-grade index for its evaluation.As one of the happiness industries,the contradiction of unbalanced and inadequate supply among population groups and demand of aged service is one of performance of social principal contradictions in new era.There are prominent structural contradictions in the accessibility and paying ability of aged service between urban and rural areas,among provinces and population groups,the imbalance between supply and demand.Which lies in insufficient amount,however the essencial root problem is structural imbalance,only reform in supply-side can we provide effective supply.Third,the effectiveness of aged service supply is little.The "full coverage" effect of the basic aged service supply is basically realized;the "basic security" is reluctantly realized in the urban workers and staff groups,but still a big gap for urban and rural residents group;the basic old-age insurance for the first pillar of the "multi-level" system has been fully established,but the annuity system for the second pillar covers only 7% employees,while the third pillar has not been established.There is still a long way to go for the multi-level and the "sustainability".The market share of supplementary aged service is close to the level of the western market economy countries,but the benefit is not high,policy support and their own service model innovation are needed to achieve more benefit.
