Policy-driven and technical commonality promoted the convergence of scientific research and industry,and spawned new research and development institutions supported by the government,universities,research institutes and enterprises,and gradually became an important platform that had attraction for innovative talents,promoted the combination of government,industry,and research,and accelerated industrialization of results.The cooperation and operation mode of such new R&D institutions not only breaks the resource barrier between R&D subjects,but also improves the multi-subject governance structure,and promotes the independent and unbalanced inter-integration of the operating system in the process of co-construction and development of the platform.At the same time,the whole process of the development process,not only in all aspects of technology,human resources,management and other innovative technology incubation chain,but also to reduce development costs while achieving efficient and diverse technological achievements,to build up intermediary services platform for technology and capital.Along with the development of new R&D organizations,how to achieve effective coordination on the basis of clarifying their own rights and responsibilities is a key factor in ensuring the conversion rate of new R&D institutions.This is also to ensure the benign cooperation between new R&D institutions with different modes.This paper takes the local government and the university to build a new type of R&D institution,focusing on the combination of elements in the matching and collaboration of different subjects of R&D institutions,and exploring the effective integration of government,industry,and research.The aim is to find an efficient and appropriate path for the coordinated management of multi-agents in new R&D institutions,so as to realize the historical mission of the new R&D institutions to build a technological innovation system.On the basis of in-depth combing the relevant theories of collaborative research on the construction of new R&D institutions,it clearly defines the interests,dynamics and operational processes of the co-governance involving the main body,and analyzes the current research and development of new R&D institutions in China.There are many problems such as the lack of policy-oriented functions,the contradiction of synergistic environment,the lack of compatibility of synergistic elements,and the inefficiency of internal governance.The structure and benefit coupling of multi-agent collaborative governance needs to realize the initial goal value of organization construction under the guidance of policy guidance,environmental boost,factor matching and efficiency improvement.At the same time,after summarizing and expounding the collaborative dilemma of building a new type of R&D institution,the four dimensions of synergy subject,synergy factor,synergy benefit and collaborative environment are used to evaluate the synergy effect of R&D institutions.The effect-influencing factors model,the influencing factors model of the participation of enterprise users in collaborative innovation,and the influencing factors of the synergy effect of ?production,study and research?,accurately identify the important factors affecting the synergy effect of the organization,and provide the entry point and paradigm reference model for the evaluation system construction.The research adopts methods such as questionnaire survey,analytic hierarchy process,Delphi method and fuzzy comprehensive evaluation method to overcome the constraints and influences of subjective factors to the greatest extent,and construct a multi-factor and multi-level coordination of new research and development institutions.management effectiveness evaluation system,more scientific system to calculate the effects of different factors accounting for the weight of governance indicators,in order to verify the synergistic treatment effect in a wide Guangdong Huazhong University of science and technology Research Institute to provide directional guidance for the optimal path,which is the core of the article.In addition,this paper also learns from the experience of co-cultivation of new R&D institutions at home and abroad,and proposes an optimized path for coordinating and integrating the co-cultivation of new R&D institutions.It is necessary not only to improve the regulatory system,smooth the system process,and match the collaborative environment,but also to continuously promote the synergy between different elements such as governance objectives,governance culture,and cooperation concepts,reduce the frictional resistance of mutual integration,and improve the normal state of School-based collaborative interaction mechanism.In view of the fact that the current academic research on the construction of new R&D institutions on campus is mainly focused on its basic fields such as concept,characteristics,operational mechanism and performance evaluation,although the collaborative innovation of the new R&D institutions on campus is involved,most of them focus on Collaborative innovation platform construction and collaborative mode.Research in terms of its governance mechanism of synergistic is less,more lack of research in minimizing and maximizing synergies multiple interests in the collaboration of multi-body complex in the Game conflicts.Therefore,this paper explores the mechanism of action and operational status of various stakeholders and collaborative governance factors from both internal and external aspects,simulates the interaction between different innovation dynamic factors,and the synergistic dynamic mechanism of stakeholders.The full life cycle process of preparation,construction and operation was analyzed.In addition,through the method of quantitative and qualitative combination,the collaborative governance performance evaluation model of the new R&D institution is constructed,and the actual case is used as the interface to test the synergistic effect of the new R&D institutions.On the basis of a comprehensive analysis of the collaborative elements,from the positioning mechanism,operation mechanism,interactive three-dimensional perspective of the efficiency of building long-term mechanism of synergistic interaction among the main bodies to build a new research and development institutions,in order to improve the current body of research and development institutions‘ positioning is unclear,the mechanism is unknown,not high efficiency,resulting in an overall coordinated fusion of new R & D institutions in governance and cooperation structures.
