Agricultural policy-making around the issue of agriculture and food can be said to be an important government action directly related to the national economy and people's livelihood.In particular,with the deepening of economic globalization,the traditional agricultural production mode is gradually developing towards the direction of global agricultural production mode.The international agricultural product trade market is becoming more and more active,and the competition in related fields is becoming more and more fierce.Therefore,in order to safeguard its own interests,Japan,as the world's major food importing country,began to steadily promote the transformation of agricultural policy.Under the guidance of the“Agricultural Basic Act”,Japan's agricultural policy after the World War II has gone through three main stages:the agricultural policy of“Agricultural Basic Act”in the 1960s,the“Comprehensive agricultural policy”in the1970s and the“Regional agricultural policy”after that.Since the beginning of 21stt century,Japan's agricultural policy has been actively promoted from the“Aggressive Agricultural policy”of Junichiro Koizumi's cabinet period,the agricultural policy of the Democratic Party and the“Aggressive Agricultural,Forestry and Aquaculture”policy of Shinzo Abe.In order to realize the reform of the existing agricultural production structure,the“Aggressive Agriculture”with the characteristics of“Export-oriented”has been formed,through promoting the export of domestic agricultural products.The important foundation for the formation of“Aggressive Agriculture”is the second agricultural policy-making framework in Japan after World War II,which was established with the promulgation of“Food Law”and“Food,Agriculture and Rural Areas Basic Act”in the late 1990s.It is in sharp contrast to the agricultural policy-making framework of the“Agricultural Basic Act”.Therefore,through the perspective of international political economy constructed by the theory of“International Food Regime”,taking the turn of Japan's agricultural policy in the 21st century as the starting point,we have got rid of the shackles that traditional analysis of Japan's agricultural problems is limited to the development history of Japan's capitalism,practically broken through the barrier between the analysis of agricultural policy and the external environment,and discussed how the change of international political and economic pattern in the field of agriculture affects the change process of Japan's agricultural policy making after the World War II.This paper analyzes and summarizes the characteristics of Japan's agricultural policy-making after World War II.In fact,the premise of Japan's agricultural policy's change after the World War II is based on the Japanese government's constant revision of the existing agricultural policy which has not been adapted to the international agricultural political and economic situation for a long time.Therefore,changes in the international environment have played a decisive role in Japan's agricultural policy-making.The experience of Japan's agricultural policy shift lies in its positive and rapid perception of international environmental change,and its lesson lies in its passive and sluggish response to international environmental change.In other words,the formation of government behavior orientation lies in the interaction between itself and the outside world.
