Entering the "new era","new problems,new goals,new tasks" are not only the logic of social evolution,but also the driving force of people's struggle,and the source of football innovation.Therefore,it is high time to re-examine and reflect on the nodes of modern football,to understand the true meaning,to achieve the balanced and full development of campus football,and to promote the vision of the excellent development model of campus football in China,and finally to meet people's pursuit of a better life.Although China has entered a new era,the cultural factors still have constraints on campus football.Hence,examining the elementary school football in Shanghai and revealing the reasons for the constraints based on the cultural stratification theory,will help the government to guide the communities,schools,and families to participate in campus football governance.In turn,it will promote the healthy growth of the youth.This paper uses literature research,questionnaires,case investigations,interviews,mathematical statistics and other methods,with the help of SPSS 23.0 statistical software,taking the government,schools,communities,families and other related personnel of Shanghai football featured elementary school as the survey objects,The field investigation Wujiaochang Elementary School was analyzed from the perspective of cultural stratification: The first is to analyze the Wujiaochang Elementary School,explore the status quo,summarize the characteristics,and sort out the logical relationship at the cultural level;The second is to explore the public factors,existing problems,analytical reasons,and elimination paths of material culture,institutional culture,behavioral culture,spiritual culture in Shanghai elementary school football;The third is the multi-governance of Shanghai elementary school football,discussing the objectives,subjects,methods,processes,operational mechanisms,guarantees and assessment of governance.Through comparative research,logical reasoning and empirical analysis,the following results and conclusions are drawn:(1)Wujiaochang Elementary School Football relies on the ability to govern,high-level and high-minded leadership,and makes progress with individual mature personality traits;The coaches are classified as the general,the authoritative and the advanced while the parents are divided into three types: learning,professional and casual;It is a government-led multi-symbiosis model and the school leaders personally support the campus football;It deduces the internal logic of the four levels of culture.(2)The public factors restricted by the material culture of Shanghai elementary school football include Internet plus,material flow,soccer field.Government,communities,schools,and families have no significant differences in their understanding of public factors.The supply side supply efficiency is insufficient,failing to follow up and adjust the supply in time,and the demand side passively accepts the supply result,and the two parties fail to exchange information;Traditional cultural concepts have impeded the development of football material culture.Since1949,Shanghai has focused on the production,while ignoring the reality of consumerculture construction.In the process of urban industrialization,the design and construction of football venues have been neglected.(3)The public factors restricted by the institutional culture of Shanghai elementary school football include organizational system,management system,guarantee system and evaluation system;the top-level design of the system and the grass-roots operation fail to form an echo;The system is legal but unreasonable and breeds sluggish politics,resulting in waste of resources;The social subject has insufficient understanding of the system,the system propaganda is weak,and the information is asymmetrical.(4)The public factors restricted by the behavioral culture of Shanghai eleme ntary school football include behavioral environment,Participation situation,beh avior mode,organization behaviour and development concept;The multi-step ac tion layer is out of line,the division of labor of each layer is not clear,and t he horizontal connection is broken;The game of interests between the responsi ble subjects,the closure of cultural capital,and the solidification of economic capital;The football ecological environment is polluted,humanities are alienate d,physical pollution,and behavior deviated.(5)The public factors restricted by the spiritual culture of Shanghai elementa ry school football include Establishing morality and nurturing talent,value ske wness,educational purposes,and self-realization;Social transformation: the men tal orientation of Shanghai elementary school football is broken or integrated;Modern transformation: the ethical trend of Shanghai elementary school football is polarized;Transformation of the Times: The value of Shanghai elementary school football is quick and profitable.(6)Establish the public goal of “Shanghai Football Culture”.The government,communities,schools and families are the multi-governance subjects,with clear responsibilities: government guidance and coordination,social co-construction and sharing,school collaboration,and family participation support;Governance methods include cooperation,collaboration,negotiation,coordination,etc.The operation process has six links: planning,decision-making,investment,operation,evaluation and feedback.The operational mechanism includes mechanisms such as negotiation,competition balance,and supervision and evaluation;Governance protection is a sound subject,a normalized system,a legal system,etc.The assessment is based on sports college experts,members of the public,and parents.To sum up,campus football is subject to the culture,but also reacts to modern culture Research recommendations: Government needs macro-control,coordination and guidance;Communities need self-incubation,conscious reflection,voluntary participation and volunteer service;Schools should coexist,actively mobilize,create culture,and coordinate education;Families should understand correctly,actively participate,support the whole heart,and accompanies in the whole process.
