The North China Plain has witnessed the most excessive pumping of groundwater in China.Jizaoheng,Cangzhou and Ningbailong regional depression cones in groundwater levels have formed with the groundwater level descending continuously.Especially in Hebei province,the quantity and area of overexploitation take up about a third of those in the country,which has caused a series of environmental problems,such as ground subsidence and seawater intrusion.The government pays great attention to the problem of groundwater overexploitation and has carried out the comprehensive governance work of groundwater overexploitation since 2014.The governance has made some achievements.The tendency of groundwater level continuous decline has been significantly improved.Objectively evaluating the governance effect is an important guarantee of the restoring measures,and it is essential for efficient completion of the project.This paper proposed the big data and comprehensive integration technology to construct the integrated digital water grid(DWG)encompassing the spatial and digital water grid(SDWG),logical and topological water grid(LTWG)and business process water grid(BPWG).The DWG integration platform has been developed.The business application for process evaluation and groundwater level assessment of groundwater overexploitation governance was realized based on DWG.It can provide significant scientific basis and technological support for the governance of groundwater overexploitation.The main results of the thesis are as follows.(1)This paper constructed the integrated digital water grid in Hebei province.Based on the real water grid,such as river system,surface water and groundwater,geographical information and remote sensing image data were digitalized and visualized to construct a SDWG.It constructs a LTWG by topologization and visualization of management object.Using knowledge mapping to processize and visualize the relation and logic of the business,it also constructed a BPWG.The digital water grid integration platform has been developed,and it aimed to provide a visualization operation environment.Through three kinds of DWG integration and application,the integration DWG was built,which provided technical support for process evaluation and water level assessment of groundwater overexploitation governance.(2)This paper put forward new business integration application patterns based on DWG.The groundwater data were processed and analyzed by using big data technology,thus the multi-source data integration was realized.The data,methods and models of the governance effect evaluation and water level assessment were developed as components,to provide componentized service,and the integration of model and methods was achieved.Knowledge visualization was used to describe application subject,business process,associated components and information,therefore the integration of overexploitation governance business process was realized.Data,technology and bisiness were merged,then the platform,topics,components and knowledge graphs tools were employed to organize business applications,thus the integration of and groundwater overexploitation governance business was implemented based on DWG.(3)This paper provided themed business application for the groundwater overexploitation governance.According to the new patterns of business integration application,and under the support of DWG platform,multi-source data were fused by big data technology,and a business application system for groundwater dynamic characteristics analysis was developed,so as to provide information and computing services.According to the evaluation objective of governance effect,component and knowledge graph techniques were used to componentize the evaluation method and visualize the evaluation process.A business application system for process evaluation was developed,thus provided online evaluation and decision-making service.According to the balance principle of groundwater recharge and exploitation,this paper researched the evaluation index method of groundwater level in overexploitation area in Hebei Province.Based on the DWG,a business application system for groundwater level assessment was developed.It provided the decision service of groundwater level assessment.
