With the worsening of the global ecological environment problems,developing countries are faced with a more distressing dilemma of coping with the environmental pollution due to the lower per capita income and the behindhand industrial and economic structure compared with developed countries.Since the reform and opening up,China has had great economic developments,while splendid achievements have been made in all fields.However,considerable quant ities of environmental pollution followed,and the cost of the development is extremely high,sacrificing the resources and environment.The 19 th all-round way.The pressure in the structure,root,and the trend of the ecological environment protection of China is high,while the problems of the reginal and structural pollution is arising.The industrial structure of heav y chemical industry has not fundamentally changed,the severe situation of environmental pollution and ecological protection has not,either.On the other hand,as a key component of China’s economic structure,the proportion of property right structure and its adjustment will not only affect the speed and quality of regional economic development,but also affect the performances of regional environmental control and environmental pollution control.Currently,there are few studies bringing the property ownership structure and industrial structure together into the analysis framework of the environmental pollution control or studies that look into the relations,inner connections and the reciprocal impacts of the three systematically,comprehensively and dialectically.This article tries to fill the vacancy in this aspect.This article mainly studies the impacts of industrial structure and property right structure on environmental pollution control from two aspects.For one thing,the spatial spillover mechanism of industrial structure and the threshold mechanism of the property ownership structure are analyzed,and a systematic analysis is made on the channels of the industrial structure and property ownership structure influencing the environmental pollution control,while the theoretical mechanism is thus constructed.On the other hand,environmental pollution control performance is measured precisely according to the three input indicators and five output indicators built on the basis of theoretical mechanism construction and model derivation analysi s.By summarizing the current situation of changes in China’s industrial structure,reconstruction of the property ownership structure and the environmental pollution control,this article takes the 30 provinces in China as the research object,and applies the Global Malmquist-Luenberger Productivity Index,Estimation of the Panel Threshold Model,Estimation of the Simultaneous Equation Model in Panel,etc.The impacts of industrial structure and ownership struct ure on environmental pollution control are quantitively studied.The studies reflected these aspects:Firstly,on the basis of analyzing the impacts of industrial structure change on the theoretical mechanism of environmental pollution control,the spatial impacts of industrial structure optimization on environmental pollution control are tested in national and regional samples.Through the SEM,SLM and SDM,combined with the rationalization index and advancing index and integrated the four influencing fact ors of environmental pollution control,that is,environmental regulation,technical level,energy consumption level and the degree of opening up,the impacts on environmental pollution control are analyzed at the national and regional levels in an all-rounded and comprehensive way.The result based on the sample of 30 provincial cities from 2000 to 2017 shows that the optimization of industrial structure,environmental regulation,the degree of opening up and the level of technologies all have different i mpacts on regional environmental pollution control.The optimization of regional industrial structure has a positive effect on the performance of environmental pollution control of the region and its neighboring areas.The spatial effects of various factor s on environmental pollution control are different due to the respectively diverse factors of the eastern,middle,and the western regions.The result shows that the optimization of industrial structure does not simply affect a single area on its environme ntal pollution control as the only carrier,but has a geographically and economically spatial spillover effect.Secondly,the impact of property ownership on environmental pollution control is quantitatively tested according to the industrial data between 2000 and 2017 of the 30 provinces of China in national and regional samples.Furthermore,the attempt to explore the non-linear threshold effect of industrial property ownership structure on environmental pollution control is included.The result also reve als that ownership structure(state-owned economy and private economy),environmental regulation,industrial structure,energy structure and consumption have significant impact on environmental pollution control.Without taking the threshold effect into consideration,the result that the state-owned economy has a positive effect on environmental pollution control is consistent with the circumstance where the proportion of the state-owned economy in China is relatively reasonable,whereas the impact of private economy on pollution control is positive but not significant.The consumption and structure of energy and the industrial structure both plays a role,while the environmental regulation is significant in the model of private economy,but not in the model of state-owned economy.In the research looking into the threshold setting,both the nationalization rate and the privatization rate have a single threshold.The nationalization rate has different effects before and after crossing the threshold,while the privatization rate has a significant positive effect before and after the threshold.There exists a threshold value both in the threshold of human resource and the threshold of science and technology,which has a positive effect before and after the threshold.Then,on the basis of the theoretical analysis of the multi-channel influences of industrial structure and property ownership structure on environmental pollution control,with lessons learned from the previous scholars’ ideas,the simultaneous equations including economic growth,industrial structure and environmental pollution control are constructed taking the data samples at the national and regional level from 2000 to 2017 as the research objects.The result shows that the property ownership will act on environmental pollution control through economic scale effect and structural effect.The structural effect can significantly improve the performance of the environmental pollution control,while the economic scale effect has a negative effect on it.When it comes to industrial ownership,the optimization of industrial ownership will have a negative impact on environmental pollution control through the economic scale effect.The comprehensive results show that the increase of the proportion of state-owned economy of property ownership will have a comprehensive positive impact on the environmental pollution control driven by the structural effect of industrial rationalization.However,due to the negative effect of economic scale,the comprehensive impact is negative when the industrial upgrading is taken as the structural index.In terms of spatial effect,taking industrial rationalization as an index,the improvement of the proportion of state-owned ownership in neighboring areas and the rationalization of industrial structure have a comprehensive positive spatial spillover effect on environmental pollution control.Taking industrial optimization as an index,there will be a comprehensive negative spatial spillover effect in the adjustment of ownership and industrial structure.There are regional differences in the spatial effects of industrial structure and property right structure on environmental pollution control.Finally,on the basis of theoretical analysis and empirical conclusion,this article puts forward targeted policy suggestions in three aspects: specifying targeted environmental pollution control measures in different regions,actively playing the threshold effect of ownership on environmental pollution control,and promoting environmental pollution control by making use of ownership reform and industrial structure adjustment.
