Research On The Main Body Of China's State Governance Modernization And Its Relationship

The modernization of state governance is an important part of the overall goal of deepening the reform proposed by the party in the third Plenary Session of the 18th CPC Central Committee,and also an important content composition and practical goal orientation of Xi Jinping's new socialist China thought.The report of the 19th National Congress of the Communist Party of China and the Fourth Plenary Session of the 19th Central Committee of the CPC put forward new requirements for upholding and improving the socialist system with Chinese characteristics and constantly promoting the modernization of the national governance system and governance capacity.With the deepening of economic marketization,political democratization and social diversification,China has entered a new era of"multi-agent collaborative governance" under the leadership of the Communist Party of China.The realization of the overall goal of national governance modernization is inseparable from the full play of the dynamic role of each governance subject under the leadership of the party,the coordination among the governance subjects,and the harmonious,smooth and comprehensive optimization of the main body relationship.Therefore,a thorough and systematic study of the basic subjects and their relationships in the process of China's national governance modernization constitutes the inherent requirements and the due mission of promoting the modernization of national governance.The article is divided into three parts--the introduction,the text(five chapters)and the conclusion.The first chapter is the basic theory of the subject and the relationship of the modernization of China's state governance.As the general name of all individuals and groups(citizens and organizations),the modernization of China's state governance plays an active role in promoting to trust and cooperate with each other and share the common governance,which is not only related to the smooth progress of the modernization of national governance,but also determines the long-term stability of the country and the firm foundation of the ruling party.To understand this point,we need not only seek theoretical basis from Marxist theory of state governance,Marxist modernization theory,Marxist subjective thought and subjective relationship theory,but also seek theoretical reference from the ancient Chinese thought of the subject relationship and the Western inter subjectivity theory.Meanwhile,we need to actively learn from and reflect on the experience and lessons of state governance.The second chapter mainly studies the basic subjects of China's national governance modernization and their relationship.The basic subjects,including the Communist Party of China and the government under its leadership,as well as the market organizations,social organizations and individual citizens participating in the process of modernization,not only have the consistency of fundamental interests and the non confrontational nature of internal contradictions,but also have diversity,unity,and their historical generative and internal structure.Whether horizontally,the new integration between the Party committee and the government,the deep integration of Party organizations at all levels into the society and winning legitimacy support from the society,the service between the government and the market and the absorption of credibility resources from the society,the macro guidance and autonomous operation between the government and the market,the deep integration and diversified interaction between the society and the market,or from the vertical Party committee,the relationship among the body system,the government main body system,the people's organization system and other subjects with the relationship of leadership and obedience is gradually generated and constantly improved under the leadership of the Communist Party of China,which is the objective requirement and realistic representation of the party's leading the modernization of national governance.The third chapter mainly studies the significant advantages of the subject relationship of China's national governance modernization.The advantages of China's national governance system and the relationship between national governance subjects are complementary and inseparable.The advantage of governance system is the external guarantee and institutional representation of governance subject relationship advantage,which constitutes the internal power and relationship carrier of governance institutional advantage.These advantages of subject relationship are not only the organic unity of the people's center and the leadership core of the party,but also the basic formation and continuous enhancement of the compound power of national governance modernization.The fourth chapter points out the realistic dilemma of the relationship between the subject of state governance in China from the horizontal and vertical perspectives.Whether it is a horizontal or a vertical governance subject system,there are often differences and contradictions in goal design,policy formulation,system implementation,value orientation and interest realization.From the horizontal perspective,there are still some problems,such as unclear boundaries of rights and responsibilities between the Party committee system and the government system,between the government and the market,between the government and the society,between the party and the government as a whole,insufficient diversified and flat governance,and the coexistence of citizens' participation initiative and participation standardization.From the vertical point of view,there are still some practical problems in various fields from the central government to the local government,such as excessive difference in order and insufficient flattening,the central and local collaborative governance mechanism needs to be improved,the central government has surplus centralization,the local government lacks flexibility,and the functional position gap between the central and local bodies is large.The fifth chapter focuses on the optimization path of the subject relationship of China's national governance modernization.To reduce the cost of modernization of national governance and actively improve the effectiveness of national governance,it is objectively required to take the strategic deployment and overall requirements of the CPC Central Committee and the State Council since the 18th CPC National Congress as the guidance,take the accurate positioning of the main body of national governance modernization in the target tasks,role division,rights and responsibilities boundaries as the premise,and constantly strengthen the Party committee and government,market organizations,social organizations and individual citizens.With the self governance ability of different governance subjects as the key,strengthening the mutual trust and cooperation of democratic equality among the governance subjects as the core,and constantly improving the positive functions of morality,law,system and information technology intermediary among the subjects as the guarantee,the subject relationship of China's state governance modernization will be comprehensively optimized.In a word,the core issue of China's modernization of national governance is the ability improvement of all governance subjects including the Communist Party of China,and the coordination and optimization of the relationship between them.With accurate and scientific positioning of each subject,the clear boundaries of rights and responsibilities,standard performance of duties,mutual trust and cooperation,and harmonious and smooth relations,the driving force of national governance modernization will be abundant,and the governance subjects will work together and effectively.If they can,they will continue to strengthen and enhance their recognition of the modernization of national governance led by the Communist Party of China,and they will devote themselves to the modern process of national governance with a more positive attitude of CO governance and share the achievements of modernization of national governance.
