Study On Collaborative Governance Of Online Public Opinion About Emergencies By Local Governments In China

Internet public opinion triggered by public emergencies has an important impact on people's mentality,social stability and even government trust.The governance of public opinion on public emergencies on the Internet has also become an important indicator to measure the government's ability to govern.Therefore,it is of great theoretical and practical significance to study the local government's governance dilemma and its influencing factors for the online public opinion of public emergencies,and to propose reasonable and scientific response measures.Through a clear set of qualitative analysis and two case studies,this paper finds that there are complex entities,overlapping functions,single use of tools,and insufficient social forces to enter the system in the process of local government network public opinion governance.Local governments use decentralized public opinion collection and processing systems,causing problems such as non-sharing of public opinion information systems,single dimension of public opinion information analysis,and low efficiency of information analysis.In terms of specific governance methods,local governments often encounter difficulties such as insufficient pre-warning and monitoring,extensive governance methods,and difficulty in forming coordination among public opinion subjects.Aiming at the problem of network public opinion governance in emergencies,this paper proposes a collaborative governance model that includes three elements of data,tools,and decision-making based on holistic governance theory,network governance theory,and collaborative governance theory.Data collaboration helps to coordinate the integration of dispersed information resources,solve the problems of poor information collection,difficulty in sharing,and single-dimensional analysis of public opinion information,making real-time calculation and analysis possible in the context of big data.The synergy of tool elements can fully mobilize different governance tools,break the organizational hierarchy and the separation between government departments and social subjects,promote the formation of relatively flat network organizational relationships,and improve the response and governance efficiency of local government public opinion crises.The decision-making elements synergize to incorporate the participating entities into the governance system,enhance the interconnection and interoperability of governance entities,and transform the previous “door-closed” decision-making model into an “open-door” decision-making model.In order to realize the synergy mode of the three elements of data,tools and decision-making,this article constructs the operation system of local government network public opinion collaborative governance from the three dimensions of organizational relationship reconstruction,function integration and value shape shaping.First,reconstruct the organizational relationship and establish a collaborative partnership type of organizational relationship.The focus is on establishing an information sharing and interaction system and clarifying the collaborative partnership.And through the construction of a unified collaborative decision-making platform and the introduction of a consultation system,all participating entities can make unified decision-making and implementation,link the entities in need,form a highly flexible,flexible,diverse and scientific decision-making organization,and improve the efficiency of public opinion crisis management.At the same time,establish a regular network public opinion governance coordination group,formulate rules of procedure and responsibilities,and clarify task boundaries through a regular work activity system.Secondly,the functional integration of each subject is based on the goal of three-element collaborative governance.Taking advantage of the opportunity of establishing big data management bureaus in various regions,we will unify the data standards,collection standards,design architecture,real-time update access and unified data platform of various government functional departments,and avoid the islands of data and information generated by various entities in the past.Each entity conducts functional integration based on the collaborative goals of network public opinion governance data.Through real-time online consultation,collaborative governance issues become possible,and the transition from "execution" of decision-making to "consultative decision-making" is realized.Finally,through the responsibility and incentive system to cultivate the value concept of synergy of interests,eliminate the standardism of various functional departments.Establish quantitative accountability standards and qualitative evaluation guidelines,attach importance to normalized accountability,establish an information sharing incentive mechanism,and promote the concept of information sharing to cultivate the concept of data-driven decision-making and establish the value of resource and information sharing.
