Research On The Promotion Of The "Belt And Road" Initiative In The Northeast Asia From The Perspective Of Regional Cooperation

Since 2013,the "Belt and Road" Initiative proposed by China has made remarkable achievements on the basis of adhering to the principle of wide consultation,joint contribution and shared benefits.For example,trade and investment cooperation continues to deepen,various cooperation platforms continue to expand,and cooperation mechanisms continue to improve.However,compared with the overall achievements of the "Belt and Road" Initiative,it has not achieved overall progress in the northeast Asia.On the basis of the existing progress,how to promote the "Belt and Road" Initiative to blossom and bear fruit in the northeast Asia truly enable the countries in the northeast Asia to achieve "multi-party participation,mutual benefit,strategic alignment",and jointly promote the formation of an open and win-win northeast Asia Cooperation network,has become an urgent question required to be answered in the new era.At the same time,studying the issue of the advancement of the "Belt and Road" Initiative in the northeast Asia will also help promote the integration of China's northeast into the "Belt and Road" Initiative.This is not only an important opportunity to promote the transformation and development of the old industrial base in northeast China,but is also a strategic measure to realize the balanced development of China's southeast,middle,west and northeast.It is also an important part of the domestic development strategy that promotes China's northeast to accelerate the pace of opening up to the outside world and expand the opening up pattern.Taking this as a starting point,the paper studies the promotion of the "Belt and Road" Initiative in the northeast Asia based on the perspective of regional cooperation.Main contents in the research are included: the positioning of the northeast Asiain the construction of the "Belt and Road";northeast Asian countries' awareness and participation of the "Belt and Road";the development of regional connectivity along the northeast Asia's borders;the progress of the "Belt and Road" Initiative at the northeast Asian regional level;the obstacles and the path of advancement faced by the northeast Asia region in advancing the "Belt and Road" Initiative.This thesis aims to solve four core issues: First,reveal the significance of the "Belt and Road" Initiative for regional cooperation and its characteristics.Second,clarify the northeast Asia's reasonable positioning in the construction of "Belt and Road".Third,analyze the progress and cooperation status of the "Belt and Road" construction from the perspective of the border sub-region and the overall of the northeast Asia.Finally,think about the problems and pathways of promoting the "Belt and Road" Initiative in the northeast Asia.The thesis first expounds the general theory of regional cooperation from the three levels,internal motivation,realization conditions and hierarchy.On this basis,it analyzes the significance and characteristics of the "Belt and Road" Initiative for regional cooperation,and emphasizes that the "Belt and Road" Initiative is a platform to promote regional cooperation,which embodies the characteristics of equality,openness,innovation,non-geographical strategy and inconsistency and highlight the characteristics of development-oriented regional cooperation.The paper focuses on the importance of advancing the "Belt and Road" Initiative in the northeast Asia.It is believed that the "Belt and Road" Initiative will help improve the level of interconnection in this region,consolidate China's good-neighborly and friendly relations with neighboring countries,and also help China's northeast region to open to the outside world and revitalize the old industrial base.Taking this as a starting point,the paper clarified the important position of the northeast Asia in the construction of the "Belt and Road",that is,the northeast Asia region is the east axis of the "Belt and Road" Initiative in Eurasia.It is not the fringe area of the "Belt and Road",and it should not be separated from the construction of the "Belt and Road".The paper analyzes the differences in the perceptions of the "Belt and Road" Initiative among the countries in the northeast Asia,specifically analyzes the participation process of South Korea and Japan in the "Belt and Road" Initiative,and how Mongolia and Russia gradually align their respective development plans with China's "Belt and Road" Initiative to achieve strategic docking.Regarding the specific promotion of the "Belt and Road" Initiative in the northeast Asia,the paper believes that the "Belt and Road" Initiative has actually reshaped the relationship between China and neighboring countries,making China and neighboring countries present a form of relationship interaction at different levels of mutual opening of border areas,strategic docking between countries,and mutually beneficial cooperation at the regional level.Based on this understanding,the thesis mainly elaborated on two levels of regional cooperation issues: One is to analyze the interconnection between China and countries in the northeast Asian at the land border level.It is pointed out that under the situation of border opening,the border function has undergone a major change,that is,from the "barrier function" to the “intermediary function”.The "Belt and Road" Initiative first broke through the border barriers and established a platform for cross-border exchanges,thereby promoting the development of sub-regional cooperation in border areas.The second is to take the strategic docking between countries and the formation of the China-Russia-Mongolia Economic Corridor as the main focus of the "Belt and Road" in the northeast Asia,analyze the flexibility and innovation of international cooperation in the construction of the "Belt and Road" from the regional level of the northeast Asia and demonstrate the achievements of the "Belt and Road" Initiative in the northeast Asia in the description of the situation of bilateral and multilateral cooperation in the northeast Asia.At the same time,the paper summarizes the planning process and progress of the China-Japan-Korea Free Trade Area,expounds the foundation for the docking of the construction of the Free Trade Area and the "Belt and Road" Initiative,and the future role of the China-Japan-Korea free trade zone in promoting the construction of the "Belt and Road".The thesis also demonstrates whether the "Belt and Road" Initiative and the northeast Asia regional cooperation mechanism can achieve inclusiveness from the three levels of concept,content and path of the cooperation.From the perspective of regional cooperation,the paper analyzes the obstacles of the "Belt and Road" Initiative in the northeast Asia region.First,the United States outside the region may "break the line" or "fragment" the construction of the "Belt and Road" by strengthening its relationship with its allies and by means of economic,military,and diplomatic differentiation.The second is the partial coverage of the "Belt and Road" development in the region.It is difficult to form an overall regional cooperation,which is related to the "discrete" structure in the northeast Asia since the Cold War.The third is that the border sub-regional cooperation in the northeast Asia also has difficulties,which is affected by the overall situation in the northeast Asia.In response to the existence of these problems,the paper explores the path of the "Belt and Road" Initiativein the northeast Asia.That is,to give full play to the advantages and role of sub-national governments in assisting the northeast Asian regional cooperation at the border level,to explore the path for North Korea to join the "Belt and Road" cooperation framework,to seek specific methods to coordinate relations between major powers in the region,to find the way to stabilize and develop the relationship between China and the United States.The northeast Asia is a region where large countries are relatively concentrated,and it is also an important strategic support region for China's development.Effectively promoting the "Belt and Road" construction in this region is of great significance to regional cooperation and regional stability.In the future,the northeast Asia can also continue to promote the construction of the "Silk Road of Health" and "Digital Silk Road" to create conditions for building a community with a shared future in the northeast Asia.
