Border areas are important to a country.Economic foundations have been weak and development slow in many border areas of China.In order to change this situation,many border areas have chosen extensive industrialization.Although this has reaped rapid economic growth,it has led to the destruction of local ecological environment and the deterioration of the production and living conditions of border residents.The population loss and emptiness became gradually significant in border areas.How to take into account both the goals of economic growth and border stability,obtaining the dual promotion of border economic development and the welfare of border residents is the core issue for border areas.As an ethnic autonomous region,Inner Mongolia has the longest land border in China,and the importance of the border function is even more prominent.Before the reform and opening up,war preparation and trusteeship were the main management forms in the border areas of Inner Mongolia,economic construction was shelved,and poverty issues were serious.After the reform and opening up,many border areas in Inner Mongolia focused on the development of mining industries.This did not improve social welfare correspondingly while bringing about rapid economic growth.On the contrary,it caused ecological,economic and social problems such as grassland degradation,pasture destruction.Actions to enrich border areas and their residents started from 1999 hold improvement of people's livelihood as the principle.On the one hand,through public investment the actions lead restructuring and development of border economies,consolidate and expand border functions,laying foundations for border social welfare improvement,on the other hand,through transfer payment the actions directly subsidize border residents' production and life,enhancing their ability and confidence to better stabilize and develop border areas.The successful implementation of the actions has demonstrated the superiority of China's socialist economic system and welfare system.Through the implementation of the actions to enrich border areas and their residents,the economic and social development of the border areas of Inner Mongolia has made considerable progress.However,there have also been practical difficulties such as economic transformation pressure,reliance on transfer payments to improve social welfare.At the same time,border residents should also achieve an condition of sharing the fruits of reforms and prosperity.Based on this background,this paper tries to use comprehensive study methods of economics and ethnology to explore the consistent principle of coordinated development of economy and society in border areas,and to build a mathematical model for border areas of Inner Mongolia.This research is divided into six phases.In the first phase,the concepts of the research content are defined,and then the relevant theories related to economics,ethnology and frontier studies are understood,and then the literature review of border area development and public economy research at home and abroad is conducted.In the second phase,the principle of coordinated development of border economy and society is abstracted by comparing and summarizing the national policies of border area development in China,and then a mathematical model is designed to applied for the development path by using the optimal control theory.In the third phase,the economic and social development status of border banners and counties in Inner Mongolia was obtained by descriptive statistics using yearbook data,and then be compared with the development status of Inner Mongolia and the whole country in the same period,to find the characteristics,advantages and disadvantages of development.In the fourth phase,field surveys was carried out in typical Gacha of Inner Mongolia,aiming to understand the production and living status of residents in border banners and counties,and to obtain their opinions on border development.In the fifth phase,the agricultural and animal husbandry production indexes that are closely related to the production and life of border residents in Inner Mongolia are selected as explanatory variables to conduct an empirical analysis of influencing factors on the growth of primary industry,in order to understand the characteristics and efficiency of regional economic growth and provide parameter reference for the optimal control model.In the sixth phase,based on the previous research results and the characteristics and potential of border banners and counties in Inner Mongolia,strategic suggestions are put forward for future coordinated economic and social development and protection of rights and interests of border residents.The main conclusions of this paper are as follows: Border areas must meet the principles of coordinated development of economy and society: economic growth,border function and the welfare of residents shall promote each other.The border areas,on the one hand,shall take effective utilization of public investment to help local economical transition to independent development,on the other hand,they shall safeguard the stability of the corresponding public spending and subsidies to support the existing social welfare and border construction to ensure these achievements guaranteed and consolidated,and the two should reach a balance conforming to the optimization conditions of the aforementioned model.For border banners and counties of Inner Mongolia,the major problems affecting economic and social coordinated development include: weak economic growth,insufficient optimization of traditional industries,and social welfare strengthening,etc.In the future,border banners and counties in Inner Mongolia need to pay attention to geographical characteristics,use scientific and technological innovation and expand trade forms.In the future,border banners and counties of Inner Mongolia should pay more attention to the protection of local residents' rights and interests,respect residents' choice of production and life,use collective economic model and scientific and technological innovation to guide the optimization of traditional industries to increase residents' income,making border residents feel secure so that they can better guard land,secure national borders and share the fruits of reform.In addition,border banner governments should broaden their horizons,pay attention to the value of information resources and enhance its management ability.
