Research On Environmental Cooperative Governance Of Local Government In China

Environmental problem is a common challenge in today’s world,in the survival and development of human beings,the problem of environmental problems has become increasingly obvious.As a negative effect of economic development and rapid industrialization,environmental pollution has been paid more and more attention by the government and people.With the rise of civil society,public space to expand and strengthen the complexity of public affairs,in the face of severe environmental problems,on the one hand,the CPC Central Committee attaches great importance to,from the party’s 17th,points out that "ecological civilization construction is of great urgency,with practical action to save the limited resources,fundamentally protect the ecological environment,enhance the capacity of sustainable development."The 19th National Congress of the Communist Party of China stressed the urgency of the reform of the ecological civilization system.These proposals and speeches have demonstrated China’s determination and confidence in building an ecological civilization and controlling environmental pollution.On the other hand,the single traditional social management model of the government has been stretched out,and multiple subjects including enterprises,social organizations and citizens actively participate in it.In this case,a new theory is urgently needed to guide the transformation of environmental governance from government single management to multi-subject participation in governance,so as to solve the problems of market failure,government failure and voluntary failure.Therefore,collaborative governance came into being.Based on the above analysis,this paper in order to realize the local government environmental collaborative governance system as the research target,on the basis of the basic concept and theory of collaborative governance environment,social demand,the main structure,process,mechanism and funtion limitation,collaborative path as the narrative context,through literature research,structure analysis,system analysis,benefit analysis and other research methods,discusses the local government environmental governance issues together.To be specific,first of all,the understanding,description,explanation and reflection of environmental collaborative governance issues in this study,as well as the accurate understanding of the definition of environmental collaborative governance system are the prerequisites for the construction of local government environmental collaborative governance system.Therefore,this study first introduces collaborative governance from two aspects of connotation and characteristics,and expounds the concept of environmental collaborative governance system.Secondly,based on the definition of concepts,this paper describes the necessity of collaborative environmental governance by local governments,explains and reflects the root causes of the problems,which can reflect the practical concern of this paper and also reflect the initiative of human cognition,explanation and transformation of the world.From three aspects of government failure,market failure and social lag,it is pointed out that environmental governance can not rely on a single governance subject,but should rely on the ability and resources of multiple subjects for collaborative governance.Then,based on the analysis of the structure,mechanism,function framework,this paper analyzes the environment of collaborative governance subject composition and diversity of local government coordination,and from the target,interests and resources,trust three dimensions on the analysis of the action mechanism,proposed a service-oriented government is the ultimate goal,benefit is the original power,resource is material power,trust is the spirit of power,based on the analysis of the cooperative governance mechanism for generating function and its trouble and difficulties.Finally,the realization path of local government environmental collaborative governance system is proposed,that is,through the construction of the framework of local government environmental collaborative governance system,the responsibility positioning of governance subjects is clarified,the mutual collaboration of responsibility subjects is constructed,the mechanism of collaborative governance is improved,and the contemporary value of environmental collaborative governance is realized.
