Research On The Development Strategy Of Public TCM General Hospital Under The Background Of New Medical System Reform

In recent years,China’s medical industry has been developing vigorously and the quality of medical care has been continuously improved.However,the contradiction between the growing health demand of the people and the relative lack of financial input has been a long-term existence.Therefore,it is necessary to carry out the reform of the medical and health system involving multiple administrative departments and social fields and build a high-quality and efficient medical and health service system.Traditional Chinese medicine is expected to be one of the effective ways to promote health and sustainable development in China’s basic medical security.As a cultural treasure of the Chinese nation,traditional Chinese medicine(TCM)has many advantages,such as accurate curative effect,wide indications,good accessibility and low cost,and has always played a unique role in medical and health care.Hospitals of TCM,as the main carriers to provide TCM services,spread TCM culture,train TCM talents and carry out TCM research,are sure to play a crucial role in the work of basic medical security.Therefore,the study of policies and measures suitable for the development of TCM hospitals will be more conducive to exploring the academic and clinical value of traditional medicine,so that it can play an important role in the establishment of high-quality and efficient medical and health service system.Aiming at developing suitable policies and measures for the development of Chinese medicine hospital,this study chose the health department general hospital and government general hospital of TCM as the research object,and discussed the operations and services,diagnosis and treatment efficiency,the situation of the social economic benefits and medical expenses monitoring result analysis of the two types of hospital.Based on the implementation of the new series of health care policy with the core of control cost compensation mechanism,its effect and profound influence on the development of the general hospital and the hospital of TCM were researched.This research has certain theoretical value and practical significance.Based on the theory of health economics,this paper analyzed its possible influence on the behaviors of the government,hospitals(doctors)and patients,and constructs the theoretical framework on which the policies and measures for the reform of the medical and health system are formulated.This paper reviewed and summarized the whole process of China’s medical and health system reform,and provided abundant research basis for the formation of cost control and compensation mechanism in medical reform.From different perspectives,it explained the uniqueness and strategy of TCM hospital development and TCM medical service in the basic medical and health services.This paper screened and set hospital operation and service evaluation index system,compared the general hospital with general hospital of traditional Chinese medicine on operation and service situation,diagnosis and treatment and social economic benefits,objectively reflected the impact of the implementation of the new medical reform policy on the two kinds of hospital,providing empirical evidence of establishing medicine incentive and constraint mechanism conforming to the service characteristics and suitable for the development of Chinese medicine hospital of traditional Chinese.The main indicators that can reflect the control of average medical expenses in general hospitals and general hospitals of traditional Chinese medicine were selected,and the research results were discussed and explained,so as to provide an evaluation method for policy implementation for the reform of public hospitals and the development of traditional Chinese medicine hospitals.
