Currently, China is in the critical period of new rural construction. There is a dire need to accord with reality to provide planning of villages and towns in the new rural construction process, but high-realistic, high-accurate and quantized large scale base diagrams are still not enough. At present, the 3S technique, including GPS, RS and GIS, has already been used in urban land use inspection and land survey in macro-level. At the same time, there should be a further improvement of the large scale fast mapping technique for the use of villages and towns planning, which requires highly technical implementations. Hence there is a pressing need to develop a low-cost, fast-working, high-accurate, information-rich and high compatibility large scale fast mapping technique for grass-roots town planning use, based on current work, which will solve the technique problem that town planning data is unfavorable and of low accuracy.Typical large scale mapping technique includes: plane table mapping, theologize mapping, and digital mapping using electronic total station. With the development of science and technology, more advanced equipments appears successively and are used in the field of mapping, along with the new mapping techniques using GPS-RTK and digital aerial photogrammetry. These mapping techniques are also available in the case of large scale mapping of towns and cities, and they bring out high accuracy. But these techniques have respective pros and cons: typical methods require heavy workload and produce lower accuracy and less information in a long period; meanwhile, the aerial photogrammetry method should apply in large areas.Vehicle-borne mobile mapping system is a high-tech data acquisition system which integrates the attributes of laser scanning instrument with those of positioning and attitude control system. As for using it in data acquisition, the coordinate data of target can be collected automatically without the need to conduct control point survey and acquire artificially the coordinates of characteristic points in the field. And concerning the data processing in interior work, space model is needless to be constructed and after data are led in, the characteristic information is extracted directly to compile map. Thereby,the system is characterized by such merits as flexible work, high accuracy, quick speed, less workload, and low cost, in particular fitting in with the need of quick surveying and updating of small-area, large-scale map used for towns.System parameters have been scaled accurately when the mobile mapping system is made available for use. With long-distance transportation and long-time use, the system parameters may undergo change. Then it is necessary to modify them periodically in order to guarantee their survey accuracy. Through the exploration into the relationship between the system's operating principle, parameters and the result of point cloud, the article puts forward a feasible, swift system parameter refinementprogram to ensure the survey accuracy. The mobile mapping system is newborn measurement equipment with less application study from researchers. In the article, a research is conducted to go into the technique's application in large scale fast mapping, and further, a whole mapping program is designed and technical process is generalized; eventually a small-area mapping performance test comes true in a demonstration plot.The creative points in the article are as follows:1. The system parameter refinement via shuttle scanning of data.2. The design and generalization concerning mobile mapping system's application program, process and procedure in aspects of large scale mapping and updating.
