The study on Orbitally Excited mesons is an important issue in High Energy Physics area. But there are not enough data whether in theory or in experiment now.In this thesis, we aim to study the qualities of some Orbitally Excited mesons. Firstly, we review theories and methods of Bathe-Salpeter equation and potential model, and discuss the method that instantaneous approximation to the BS equation and potential model. Then we study physics of Bs meson and Ds meson by potential model which is based on BS equation. We compute the wave functions, masses and widths in decays spectra of Orbitally Excited bound system Bs** and Ds**. The results we obtained match well with experimental data. Our work provide a new method to the search for those Orbitally Excited states mesons undiscovered and for the studies on those which have been found but not known clearly.
