This paper introduces the work environment, the flow of key techniques and itsmethodology of the Web-based Disaster Information Releasing System Using Remote Sensing and GIS, and gives some application examples.The system provides real-time remotely sensed Disaster Information to the State Council,relevant ministries and provincial governments as a reference. It plays an important role in the communication between the National Remote Sensing Center of China and the State Council of China and also speeds up the Information exchange and share between different units that possess the remotely sensed information.The Web-based Disaster Information Releasing System includes three parts: the units which provide the remotely sensed Disaster Information, the web server which releases the information and the users which use the information. In general, it must include the WebGIS software and spatial database to release the information. Because of its strong spatial query function and its support for various client platforms, we chose ArcIMS as the WebGIS platform.The system uses the popular ASP (Active Server Page) method and the most-used WebGIS software-ArcIMS to generate, release and transfer the Disaster Information. First, ASP can assure the primary security of the Information Releasing. Secondly, the ActiveX plug-in of ArcIMS in the client server allows users instantly browse, query and download the information through Internet by permission.To assure the security of information exchange between the National Remote Sensing Center and the State Council, the system has an additional subsystem, which can protect the intranet of the State Council from Internet.The source of remotely sensed Disaster Information is very important because it determines the objectivity, accuracy and efficiency of the information. The system has special information transfer structure to assure the efficiency of the information and also has an expert system to assure the objectivity and accuracy of the information.
