Water resource is one of the important natural resources for national economy and society development. The general aim of sustainable utilization of water resources is to support the sustainable development of economy and society, with the direction of sustainable development theory and relied on ecosystem and economic system.Jining city, in Shandong Province, is one of the earliest developed cities on handicraft and trade issue in north China and serious water-deficient area. At present, rapid development of industrialization and urbanization, unwonted aridity, increasing of water demand became urgent tasks. Jining city's water supply mainly relies on groundwater, so that the urban groundwater was sustained overdraft recently. It became the main factor which restricting the Jining city's national economy and society development that water resources lack and water environment deteriorates. In order to realize supporting and ensuring economic and social development steadily with limited water resources, it is crucial to solve the problem of Jining city's sustainable development of water resources.Based on the theory of sustainable development and system theory, this paper is to elaborate the problems of the urban water resources utilization and demand in Jining city, such as present situation of the water-supply system, the quantity and quality of water supply, and so on. The quantity of supply and demand and analytical balance of Jining city's groundwater were predicted and analysed with predictive model in detail, and proposals to control and restrain the groundwater mining rationally were also tackled. The foreground of multi-source utilization of rain water and flood, recharge and replenishment, water reuse, and the method of operation and scheduling rule of groundwater reservoir were established. Combined the groundwater reservoir project built on hand for recharge, the rational allocation of water resources in Jining city were briefly outlined, so as to provide a decision-making basis for groundwater resources sustainable development.
