The purpose of this paper is to compare the scattering characters of target in rainwith the target in air and to improve the received signal and SCR(the ratio of signal toclutter) by study of the polarization character of the target in rain clutter and findingthe optimum polarization states of the antenna. In order to obtain the Mueller matrix inrain area, the scattering character of one raindrop is studied, and the Mueller matrix isthen obtained by means of statistics. The power of the reflected waves from rain isstudied according to the polarization states, and it is a matter of great significance. Therain area is regarded as a random background medium, and the scattering field andbackscattering matrix of the cylinder target in rain are gained. In the coherent case, thepower of cylinder target in rain and air and their optimum polarization states arestudied by the three-step method. In noncoherent case, the backscattering power isgained by Kennaugh matrix and then the optimum polarization states are obtained. Toenhance the reflected signal of the radar target, which is important in the field of radartarget recognition, the Lagrange factor method and iterative method are used. It is alsodiscussed how to get the optimum polarization state of the antenna when the SCR isoptimum. Not only the power of cylinder in air but in rain are used in calculating theSCR.
