Based on the analysis of seawater intrusion situation in Dalian City, it is thoroughly discussed the cause and damage of seawater intrusion, the former item of which is made up on natural and artificial press, including geological, topographical, karst condition, hydrogeological condition, hydrology and meteorologic condition as natural press and groundwater exploitation as main artificial press and primary origination of seawater intrusion. Seawater intrusion has had a lot neglect impact on industry and agriculture production, people's living and public health.Besides releasing the damage of seawater intrusion as possible and meeting social demand of groundwater resource at the same time, it is brought out the protection standard of groundwater system in seawater intrusion region, Dalian City: groundwater pumping rate should below its threshold value, and groundwater level should above its threshold value, threshold value of pumping rate for Ganjingzi and Kushunkou districts calculated by BP (Back Propagation) model in ANN (Artificial Neural Network) tool box and genetic algorithm in optimize box provided by MATLAB software. Once it can be proved that the real pumping rate of both districts is below its threshold value, seawater intrusion can be effectively controlled. According to the selected representative wells, quantitative analysis is thoroughly made on relationship between groundwater level and seawater intrusion, obtaining its groundwater level threshold value, and it is brought forward that such analysis is practical and reasonable only when it is based on concrete observation points.
