Gale is a common weather phenomenon in Liaoning, which always results in severe economic loss in industry and agriculture. However, the wind energy, as regenerable green energy, can also provide new resource for the development of the national economy. Therefore, the survey of the gale occurrence and the related wind energy resource, which is helpful to exploit the advantage and prevent the disadvantage, is the first step toward the goal that human being conquers and remakes nature. In this study, by the spatial and temporal analysis of the synoptic and climatic characteristics of gale in different parts of Liaoning province, the climatological variation of gale weather occurrence and development within near 30-year in Liaoning is disclosed. Based on this investigation, the velocity and the prevailing direction of gale are compartmentalized in Liaoning; the general circulation patterns are also analyzed in the key gale period in order to better localize the area and the main period of the frequent occurrence of gale, guide the forecast of the gale weather, exploit the advantage and prevent the disadvantage, and minimize the loss related to the wind disaster. Meanwhile, the parameters, which represent the capacity of the wind energy resource, are also calculated in this study. The tower wind observations in the proposed wind power plants are studied according to the case data. Calculate wind energy capacity numerical simulation. The compartment of the wind energy capacity in Liaoning is detailed introduced in order to understand the situation of the wind energy completely and make scientific foundation for the large-scope exploitation of the wind energy resource.
