| Panjin City, a new petroleum and chemical industry city and a new star risen from Liaoning Province, is located in Liaoning's delta area. At the foundation of the city, it met simultaneously Chinese innovation and open policy. In the last two decades, Panjin's economic development and city construction has made great progress. To take advantage, administration of land and planning of Panjin contributed a lot. Some important projects such as GPS control-network surveying project; large scale digital image project; large scale topography map surveying project, etc. were carried out in recent years. These projects established solid base for construction of base geographical information system in Panjin City and even for the project "Digital Panjin City" .Nevertheless much of Panjin's base geographical information data was existed as blue printer or chars before the system construction. The traditional way of managing data is by land, which is why Panjin's base geography information data was so disperse and scarce utilized. On one hand, Panjin's base geographical information data has not assembled in a comprehensive system because of technology and founds, on the other hand, advanced " 3 s" technology which are GIS, GPS and RS have not been introduced to the system construction until recent years.In order to change the situation, the Panjin's Base Geographical Information System (PJGIS) construction project has been carried out. PJGIS construction project is to establish a comprehensive system which involves in much of Panjin's base geographical information data. In the system, traditional and advanced GIS technology is used. In detail, PJGIS construction project is based on the platform of Maplnfo which is a current geography information system. In the process of establishing special database, a great deal of attribute data and graphs data was put into the system.
