The construction of cities' basic geography database is a system engineering, and relates to various knowledge and theories. It is very important to select suitable data source, data standard, to ensure data quality, and to design database construction. So it is necessary to solve these problems as early as possible. This paper discusses the method and the working flow of database construction, including data source selecting, data standard establishing, quality controlling and database designing, etc. This paper also describes the process of constructing the large-scale vector database of Nanjing in detail.(1)This paper analyses and compares various data sources, and points out that the DLG can be used as data source and data exchanging model.Because it can realize database construction monolithic and data updating synchronization. This is a better method of database construction.(2) Based on the system of topographic features' classified codes, the data standard adopts two dimensions code system. This paper introduces a method of adding assistant line, which makes data suit for Vector Topographic map and GIS simultaneously.(3) Which can check and deal with the vector geographic data quality automatic. By developing a software, the data quality can be ensured. DLG data, GIS data, metadata and their relevant history data can be checked before entering database. This software mainly checks graph, data's precision, property and their consistency by using various technical methods and regular models.(4) The database was established by using Geodatabase model and the tool of UML and Case . The shortcomings of the existing database modeling were also discussed.(5)This paper puts forword a new method to tyanslate the DLG data to GIS data directly by using the interface of FME and SDE. Meanwhile, the procedure of translating also includes errors checking and edge combining automatic.(6) Finally, the paper introduces the process of the establishment of large-scale vector database of Nanjing .
