The Hun-River basin is one of the important flood defence zones. On the basis of practical work, the Hun-River basin flood forecasting and alarming system is established in this paper, which aimed at designing a hi-tech armed flood defending system with the characters of high level, advanced techniques, reasonable tructures, perfectly flexibility, steady and practicability. It will provide technical supports to the modern construction of the flood defence work in Liaoning Province.In this paper, there are six main contents researched including the collection and transmission for the information, receiving and processing for it, watching and querying to the water information, the flood forecasting subsystem, the flood regulation subsystem and the flood defense risk analyzing system and so on. The key results obtained are as follows:(1) The advanced telemetry terminal communication system and GMS channel digital transmission are used to attained the automatization of the collection for the information, which can insure the securities and reliabilities for the water information in the gathering, the transmission and the system movement.(2) The automatization of the information in receiving, searching, correcting, classifying and the role of saving by database are achieved.(3) The automatization of watching the real-time precipitation information through the remote telemetry station in the Hun-River is obtained. Querying and calculating many kinds of water information in statistics and showing or printing it in the way of the graph or table can be performed.(4) Developing lots of flood forecasting models, including Sacramento Model, Tank Model, API Model and Xin'an River Model, and forming the storm and flood forecasting schemes in the Hun basin.(5) Based on the scheduling principle of Dahuofang reservoir, we set up an integrated flood regulation system in Hun basin.(6) Studying the flood risk analyzing, we realized the risk analysis of the potentially bursted bank and submerged range.
