With the rapid development of the computer technology, spatial technology and information technology, human community has already followed an information ages. The acquisition, processing and application of the spatial information have been the three greatly research focus. Though we have had greatly progress in means of the spatial data acquisition, the aspects about the quality, period and cost of the spatial data acquisition are needed to be enhanced and improved. By the end of 80's in 20 centuries, in the aspect of many grades and 3D earth spatial information acquisition, LIDAR have produce the gross breakthrough, which offered a kind of completely new technical means for the high temporal-spatial resolution spatial information acquisition, which made the people in the aspect of data acquisition to change from traditional artificial single point to continual and automatic acquisition, and which made the data processing automation and intellectualization to be possible.
