WebGIS (Web Geography Information System) is a result of combining GIS with computer application technique, and it brings great benefit for the sharing of large quantity of information. However, only a few companies in the overseas own the net edition of GIS software products. And in our nation, it is still in the state of developing and testing. So develop and implement the net version of GIS for our own that can challenges the other international GIS products. And this is an important developmental way in the future.The article first introduces the development of GIS, the great effects on society and GIS field caused by the network, as well as the limitation of desk GIS. Then it contrasts the characters of different GIS products, analyzes the implement technique, advantage and disadvantage of current WebGIS, and puts forward the problem that developing a WebGIS confronts. The paper expounds the communication of sockets technique characters based on TCP/IP protocol, combining with the model of socket net programming and the C/S network frame to empolder GIS network environment. The paper confines a unique format for information (*.gis data file and *.att attribute files). In order to resolve parts of net transport problem brought by the great geographical information, the paper adopts vector format to manage the geographical information. The article describes the particular of transport protocol between Client-side and Server-side of map manipulation, that is the interpret regulations of the data wraps between send and receive ends. Finally the article chooses the C/S model to build an integrity net platform for GIS based on Internet. The system has completed Client-side design, Server-side design and the information communication which makes the Server and Client run harmony. The users can operate the geographical objects on the MIS platform combined with the GIS functions, and also can edit the geographical objects in the map remotely (such as delete, add, amend), upload or download the file and many other functions. In the Client-side, users can view and manipulate the map as well as some special queries etc.This is a designed and empoldered independently system which includes the basic functions of Web GIS. And it is a rewarding practice in the field of Web GIS, and has great future in the developing fields.
