The polar mesosphere in summer is host to a number of fascinating geophysical phenomena that are primarily caused by its extreme thermal structure. Recently, considerable attention has been paid to the anomalously high power radar echoes from the mesosphere at high latitude in summer: the so-called polar mesosphere summer echoes(PMSE). Much research on PMSE has been done since they were first found by Ecklund and Balsley as a fascinating phenomenon in 1979. So far, there is no uniform conclusion about what is the physical factor inducing the polar mesosphere summer echoes.A lot of studies reveal that the appearance of PMSE has a remarkable correlation to the electron number density and charged ice particles. Rocket measurements of electron density profiles in the vicinity of the high-latitude summer mesopause have frequently shown the existence of a sharply bounded layer of thickness ~1km in which the electron density is depleted by as much as an order of magnitude below the value that would be inferred from the density above and below, also called'bite-outs'. More interestingly the charge number density of ice particles exactly in the same region is distinctly enhanced. A large number of charged particles are existed in the polar mesopause, the space distribution and electric field are formed due to the ambipolar forces between the charged particles. So far, the electric field measurement in a large altitude range is very scarce at the polar mesopause because of the limit of some conditions, hence the calculation in theory has reached a considerable scientific interest. We introduce the basic knowledge of PMSE to the above problem and forbackground purpose. A brief review is given on the conditions of PMSE occurrence, and an introduction to the impersonal conditions of the formation of the charged ice particles at mesopause: the mesospheric temperature and humidity. Then, a study is of expatiation on the variation of the PMSE occurrence probability and the typical feature of the PMSE environment through rocket borne observation. According to the classic theory, mechanism of the PMSE is the neutral air turbulence scattering. But, the classic theory faces to contradictions from radar and rocket observations. A lot of charged ice particles are detected by rockets in the polar summer mesopause, which form a kind of dusty plasma, and then in turn, we can call the charged ice particles as dust particles following the dusty plasma theory.
