Military Communication System has been taken as the most important part of the battle effectiveness by the request of information transference in modern warfare. Regional Communication Network (RCN), as the main part and developmental direction of Tactical Communication Network (TCN), is the key of Military Communication research. This thesis discusses the measure and evaluation method of reliability of RCN.First of all, the system of measure indicatrix on reliability of RCN is found. The partition of research aspects is determined by analyzing kinds of factors which affect the reliability of RCN. Then the measure indicatrix and the calculation method are determined through analyzing the research content of every aspect and relationships between aspects. At last, the whole system of measure indicatrix on reliability of RCN is given and every indicatrix is explained.Because of the fuzzy characteristic of RCN reliability evaluation, this thesis gives a fuzzy synthesis evaluation model which is based on the theory of multilevel fuzzy synthesis evaluation and multiple objective fuzzy optimization. Then basing on the system of measure indicatrix on reliability of RCN, multilevel fuzzy set is given. Two types of fuzzy functions are constructed to calculate the approach degree. At last, give the flow of the arithmetic of this model.As a result of MSE system used bye U.S. land force, this thesis gets 5 sets of MSE data by emulation. Through the fuzzy synthesis evaluation model given in Chapter 3, 5 MSE systems are sorted by the reliability. The results show that both the model and the arithmetic are effective.At last, this thesis shows the present unsolved problem as well as the future research direction.
