| Sanchahe area is located in Huaishang region of Bengbu city. In this area wetlands resource is abundant. There are three big nature wetlands: Sanchahe, Huangmagou are swampland, Fishing Lake is lacustrine wetland, Beifeihe River is fluvial wetland. We researchd the nature resource and ecosystem of Sanchahe area in October 2005, based on it did the concepet planning of the wetland park. This paper studied water resource, plant and animal resource of Sanchahe area, assessemt the ecological environment quality and the ecosystem services value, and analyze the ecological suitability for founding the wetland park, the results were as followes:1. The plant species of Sanchahe area have been recorded 133, which belong to 48 families and 102 genera. Among them, 3 species of 3 families and 3 genera are pteridophyta, 1 species is gymmospermae. All the others are angiosperm. The geographical elements of the flora mainly belong to cosmopolitan, temperate elements and tropic elements. The avian species of Sanchahe area have been recorded 78 species of 11 families and 27 genera. Among them 15 species are wading birds, 9 species are swimming birds, 3 species are predatory birds, 4 species are terrestrial birds, and others are climber birds and songbirds. The proportion of water birds in the total avian is high. This area is an important stage for some migratory birds. 33.33 percentage of avian species are summer residents, 29.49 percentage of avian species are winter residents. Favourite habitats of avian are swamp, river and lake, beach, paddyfield and canal.2. The ecological environment of Sanchahe area is perfect; the habitat types here are diverse. Wetlands here belong to two classes: natural wetlands and constructed wetlands. Natural wetlands include three types, which are river, lake and swamp. Constructed wetlands include canal, pond, fishing pond and paddyfield. Types of wetlands in Sanchahe area are typical and representative. The wetlands area is suitable. Water quality is perfect. But water resource is discordant between each season and human interference is serverity in this area, which is the limiting factor of wetlands protection.3. The ecosystem service value of Sanchahe area can be divided into 6 types: water regulation, Carbon fixation, water purification, product provision, tourism and scientific research, habitat provision. The total value of ecosystem service is about 427,219,700 Yuan RMB. Product provision and Carbon fixation are the mainfunction of wetlands, which are 171,530,000 and 152,680,000 Yuan RMB respectively. Sort total service fountion by value is: paddyfield>swamp>river>lake>pond> fishing-pond>canal. Sort the unit area service fountion by value is: lake>swampy >paddyfield>river>>fishing-pond>canal. We can obvious that natural wetlands service value by unit area is larger than that of constructed wetlands. The main functions of natural wetlands are water regulation, tourism and scientific research.4. The exhibition of Sanchahe area's ecosystem service is not enough. (1) As is the natural reservoir, wetlands' water regulation function is limited. Because a mass of paddyfields that nearby Beifeihe River put the water regulation function down. (2) Water purification value is small, which is about 1,034,900 Yuan RMB and occupies 0.24% of the total service value. (3) Tourism and scientific research value is small, which is about 10,198,400 Yuan RMB and occupies 2.39% of the total service value.5. Considering of the ecological factors as land-use type, hypsography, vegetation, water system, soil and so on for the sensitivity and suitability assessment of the wetland park. The result show that central area of Sanchahe, Huangmagou, Fishing Lake and the part of Beifeihe River, whose sensitivity and suitability are great than 4 should be protected. The area of these places is 9.81km~2, occupies 3.20% of the total area. The fringe of the three main wetlands and some parts of the Beifeihe River, whose suitability is the second highest, is between 3 and 4. The suitability of paddyfields nearby Sanchahe, Huangmagou and Fishing Lake is between 2 and 3. A mass of paddyfields, cornfields, residence and commonland those far away from the core zones whose suitability is under 2. According as the research results, the suitability of natural wetlands is higher than that of constructed wetlands.6. Based on the natural resource research and ecological environment assessment, the ecological service value assessment and the suitability of the wetland park, we analyze the advantage and disadvantage of Sanchahe area. We plan the founction and partition of key protection area, wetlands exhibition area, excursion area and precinct area. We give advice to the water planning, landscape planning and resource exploitation of the wetland park. We hope the advice for wetlands protecting and utilizing is scientific.
