Water is the indispensable and important resources in human life and production. It is also the irreplaceable natural resources of industrial and agricultural production in socio-economic development and improving the ecological environment. With the development of socio-economic and the improvement of people's living, the growing water crisis with the main features of lacking of resources and pollution has become a global issue, it is also the main factor of improving the ecological environment and sustainable economic and social development in our country. Groundwater is the only water supply source of Panshi industrial production and the people's living. Because of local wells and dense, over-exploitation of groundwater, it has formed the lowering of the groundwater table funnel; and urban public facilities is incomplete, inadequate drainage systems, industrial wastewater and sewage basic uncontrolled discharge of untreated, and the southeast of sewage irrigation, all these factors led to lots of local groundwater were polluted with different degrees.Panshi City has a amount of groundwater resources is 1196.84×104 m3/a, the current groundwater exploitation are concentrated in urban areas which is in the north, north-east, west and around urban centers, City water company has three sources of water supply, which are located in the northern part of the city, that is the first source of water; the northeast of the city is the second water source; in west of City is the third water source. Three water supplies has twenty water supply wells, the average daily exploitation of groundwater is 13,400 m3. In addition, the city also has eighty life-owned water wells for the users of the unit and used in the production, the average daily exploitation of underground water is nearly 9000 m3, of which only Panshi rock mining company Aluminum volume amounted to 2,000 m3. According to analysis, the northern city of groundwater recharge and resources of a state of equilibrium; northeast of city the groundwater resources have been slightly over-extraction; Center of city mining concentrated has been seriously over-exploited groundwater. Therefore, the groundwater resources and scientific management becomes particularly important. The paper takes Panshi as an example to establish groundwater resources decision support system for a preliminary discussion.On the base of analyzing the water-related data and information and combine GIS technology to develop thinking and insist on the rationally structured data, technology norms, the simple interface and stable operation as a basic principle to design underground water resources decision support system structure, gives us the total design of basic functions in Panshi groundwater resources decision support system. The system can be divided into three modules: database, graphics library and model library. The database stored groundwater resource data into the information data warehouse, it is responsible for the management and maintenance of decision support systems for all types of data to achieve the model of the human-machine interface and connectivity, decision support systems so that the structure of some of the convenient and effective to transfer data, completed various data manipulation and analysis to achieve the purpose of effective decision-making to facilitate data retrieval, and analysis. In this paper, the database includes meteorology, hydrology, geology, hydrogeology, groundwater development and utilization or other basic data, intermediate data and Results data. Graphics Library graphics make water management more visual image to receive information, In this paper the graphics library including graphics rendering and graphics in two parts. Model library used to storage models and various evaluation methods, such as the optimization method. The main function of the library is use interactive language to make policy makers facilitate use the model of the various models and methods to support decision-making. Guide policy makers and application modeling language they are familiar with the professional language creating, modifying and operating model. In this paper, model includes "numerical model", "extraction correlation analysis model," "Optimal management model" application model.Panshi groundwater resources decision support systems use Windows 2000 Professional as the operating systems and object-oriented software development in Microsoft Visual Basic 6.0 in system development. Research using MapObjects to a secondary database development; at the same time consider Visual Basic 6.0 as a object-oriented visualization development tool, not only support the third-party components, but also has a powerful data access and management capability, so here we embed MapObjects2.0 into Visual Basic to give full play to Visual Basic management, access to the advantages of database; combine database, model and graphics library, the model can use data through a database and realize a dynamic, interactive model calculation and store the result into the database.Base on underground water resources for the scientific management of the new means of the principle, analysis groundwater resources development and utilization of state of the temporal and spatial distribution, development of groundwater resources exploitation of the optimization program. System functions include: data entry, verification and real-time updating; Inquiries and information retrieval; Data editing and analysis; Underground water, the water level change trend forecasting; Information output. Characteristics of the system include: reliability; easy to maintain; Safety; Operability. Implementation of the system database, graphics and the model for the three coupling model of the application of numerical models Panshi on groundwater resources for numerical simulation of groundwater flow. After verified identification and using two-dimensional numerical model for groundwater exploitation of the groundwater system program flow forecasting. Panshi the system for the management of groundwater resources is very effective, the best mining program is reasonably practicable; but because of the limited information, the decision support system also has many areas need to be further improved, and it will enable Panshi groundwater resources decision support system to play a greater role.
