Seismology is a major of scientific observation, Earthquake observation is important in the Earthquake Disaster Mitigation System. Not only our country, but also the whole world attaches great attention to the quick determination of earthquake. The National Digital Seismic Network, which plays the more important role under the system of national earthquake observation, owns the ability of quick determination of earthquakes which occurred in the domestic area, but the determination of earthquake which occurred in the world has some problems with travel time of earthquake's wave, earthquake location method, phase identification, and the distribution of seismic network.Nowadays, the public attach great concerns to the catastrophic events which are one kind of unexpected natural disasters. There is large gap between the public's expectations to immediate information of what had happened, how bit it is etc, and the current seismic observation ability.Global Seismic Network(GSN)is widely distributed in the world, it has broad band seismometers in stable characteristics. The best way for monitoring big earthquake in the world is to use GSN .The concept of Virtual Seismic Network is put forward in recent years; it is the combination of information technology and seismic observation technology. Virtual Seismic Network put the seismic network on the Internet in fact. The typical application of this technology is the LISS system made by USGS. The LISS system will enable us to get seismic data of GSN in near real time through Internet. In this paper, the main purpose was to study the using of the existing international advanced monitoring systems GSN and sharing of seismic data to strengthen the work of quick report of big earthquake, especially big earthquake in the whole world.In this study, a virtual experimental seismic network system has been installed, based on the GSN. Near real-time waveform data has been achieved by LISS server system .57 stations of GSN are selected and installed of software systems at the local computer with the functional storage and analysis.The experimental system has been operated a long-term time to achieve the global seismic events. Through a lot of day-to-day monitoring of seismic data, processing and analysis data, in the conclusion of the availability, effectiveness and scope of application has been made more comprehensive of the virtual seismic network. It is conducive to process big earthquake in the world, with rapid and accurate.The features of this study are: The virtual Seismic network has been achieved in China firstly; and the near real-time waveform data has been received firstly in China from GSN stations. The experimental work of quick determination of earthquake parameters have been made first in China by using the global virtual seismic network. It is one of the better ways to do quick determination of big earthquake parameters in the world by using global virtual seismic network.
