The natural disaster is always the major reason to block the human societydevelopment. The damage caused by the natural disaster is more and more with theeconomic development. Therefore, the disaster prevention and reduction becomesmore important. Along with the action plan of IDNDR running, the research ofdisasters is getting a big development in China and in the whole world.The influence scope of the meteorological disaster is most among the naturedisasters in the world, and our country is one of the countries with the seriousinfluence. Guangzhou City is located in the center of Pearl River Delta, That is theweak environment. The typical atmospheric circulation characteristic, the speciallocation and the acute human actions make the Guangzhou City becomea multiplemeteorological disaster occurred zone. The meteorological disaster of GuangzhouCity has the following characteristics: multiple classes, long seasons and veryseriously loss. The rapid urbanization also makes the disaster which happens morecollectively and frequently. According to the influence of global change and humanactions, the extremely meteorology and atmosphere event frequently occur and theybecome the typical meteorological disaster of Guangzhou City.This paper is on the basis of consulting a large amount of relevant literature andstatistical data and of supporting on the theory of disaster system aboutdisaster-pregnant environments, disaster-causing factors, disaster-bearing styles. Thentakes four kinds of typical meteorological disaster including rainstorm, typhoon,drought and haze of Guangzhou City as the objects. And analyzes that how did theyformed, what are their characteristics and what are their influences. The analysis forthe linkage of the disaster and especially strengthened the research of the disasterchain. Knowing again this machine which urges the disaster production and creationis not only the base to understand discipline, influence and development of thedisasters, but also the foundation of disasters prevention and reduction.Based on the research of the above disasters, and utilize the scientific researchmethods to analyze and deduce, and has investigates the correlation among these four kinds of disasters, the characteristics of the disaster chain and the inside and outsidestructure. It has researched the repeated addition cyclic effect about the relationshipamong the above four kinds of disasters, other disasters, El-Nino and the factorsnatural-man made.For the disaster system analysis, especially based on the analysis of themechanism processed of the disaster creation and disaster chain, this article hasdesigned a core frame of the warning system, and has made a early warning systemmodel for water coast disaster under the situation of rainstorm. It will provide athought for the early warning system for the disasters.
