With the fast popularization of Internet and rapid development of Information Technology, the demand for geographical information in society grows. Although WebGIS has already been applied extensively in various fields at present, WebGIS still faces a series of difficulties and tests in such areas as the exchange and share of space data among many sources and different structures, the trans-disciplinariness and transmission speed of mass data, etc. And GIS Web Services in which Web Services is introduced GIS helps settle the above problems from a brand-new viewpoint.This thesis is divided into three parts. In the first part, the concept of GIS, how GIS comes into being and develops, the status quo of the research into GIS, its development tendency, its modes of development, and the features of their respective modes are introduced.In the second part, the concept, features and working reasons of the technologies employed by ComGIS, WebGIS, GIS Web Services and ArcGIS Geodatabase in this research in which special emphasis is laid on GIS Web Services, the newly developed WebGIS.In the third part, the system and technological characteristics of the two basic platforms used in the development is discusses. According to the discussion, the platforms of the system development are constructed; the structure of the parts in the whole system is designed; and the sub-functions of the respective parts are devised in detail as well. Moreover, an application program used in the information management of well construction is accomplished on the basis of GIS Web Services. And the solutions to several technological difficulties are offered and the main code section is also given.The whole system adopts the integrated mode of double development, In C#, the development language, Microsoft's .NET which is the platform for users' programs is utilized in the platform of developing programming software; and ESRT ArcGIS Engine bank of modules is used to develop customers' programs in the platform of developing software of tools. ArcGIS Server, the platform for developing programs in the server's terminal, utilizes ArcSDE to manage backers' SQL 2000 bank of data. Furthermore, a new generation of WebGIS, GISWeb Services, is also employed in the development of the server's terminal to serve users better and to accomplish a utility program for the management of information in the field of water conservancy based on the structure of C/S and B/S.Because WebGIS on the basis of GIS Web Services has solved a great many of problems that traditional WebGIS confronts, WebGIS is surely regarded as the new-generation WebGIS solution. In the present thesis, GIS Web Services is applied in the development of the management system of information in the field of water conservancy, which will contribute a great deal for the utility and development of WebGIS in the field of water conservancy.
