Based on the hydrogeological conditions, environmental problems and actual groundwater exploitation, a pumping-limit scheme is proposed for controlling groundwater over-draft in confined groundwater aquifer of Huaibei Plain, Anhui Province. During the exploitation of the confined water, consolidation-water will release from the clay layer which between aquifers and the ground subsidence will happen due to clay layer consolidation. Up to now, simulation on the groundwater system subject to above hydrogeological conditions is difficulty for that seepage in clay layer may non-Darcy flow.Hydrogeological conceptual model is established based on the generalizability of hydrogeological and regional geological conditions. Relationship of water exchange between aquifers storage and consolidation-water is established according to the research result on ground subsidence in Fuyang City. Then, a mathematical model on groundwater flow system is set up. At last, the corresponding second development basing on the Modflow software is impoldered to solve the mathematical model. Taking the water level in July, 1997 as the initial head, all of correlative data from January in 1997 to December in 1999 are used for model identifying, the data from January in2000 to December in 2005 are used for model testing, and the calculation step is one month. Groundwater resources in 2005 is evaluated by the model mentioned above.In accordance with overdraft coefficient from the "Overdraft Guide", overdraft degree in the research area in 2005 is evaluated, and the pumping-limit scheme is put forwarded . Based on Mapgis, the property database for editing point and area is established in order to manage skilled project conveniently.
